Information about the role and the office:

The Manager of Facilities Services is responsible for planning, programming, and administering the design and construction of USHMM facilities, the building of any new structures, master planning of all facilities, historic preservation, and the renovation and improvement of existing structures, as well as managing annual service contracts supporting the buildings and grounds. Manages the daily activities and workflow of the Museum’s Facilities Services Branch. Facilities Services maintains the architectural integrity of the Museum, ensures ADA compliance, oversees design, construction and renovation projects, and manages various service contracts such as housekeeping, elevator repair, and pest management. Plans, formulates, justifies, and executes the budget for architectural, facilities and engineering services.

The role supervises five employees including Engineering Technicians, providing Computer-Aided Drafting and Design (CADD), and project management services and Facilities Operations Specialists providing contract and project management services.The USHMM Division of Operations is currently seeking a Manager of Facilities Services. This is a full-time donated position (non-Federal) paid with the  Museum’s donated funds. Salary is commensurate with background and experience.

This position is located in Washington, DC.

Duties and Responsibilities for the role:

  • Ensures that Museum facilities are well-maintained, safe, and efficiently managed;
  • Develops and ensures that day to day branch systems, policies, procedures, and practices support required outcomes and provides outstanding customer service.
  • Provides leadership and direction to staff in the branch, promoting Museum values, employee development, and team building/engagement. Demonstrates a commitment to continuous learning and knowledge sharing. Works in concert with the team to develop goals, objectives, priorities, spending, and work plans.
  • Plans and executes the architectural and engineering services for the Museum.
  • Determines program priorities, develops plans to ensure that architectural and engineering services respond to the Museum’s changing needs, and delegates work to accomplish goals, reach targets and serves as liaison to internal stakeholders regarding facilities matters.
  • Leads master planning of all Museum facilities, including the programming and administration of USHMM facilities design and construction, the building of any new structures, and the renovation, preservation, and improvement of existing structures.
  • Contracts for third-party Facility Condition Assessments to incorporate findings into annual operating budgets and capital planning.
  • Provides architectural and engineering advice, consultation, reviews, studies, reports, presentations, designs, plans, specifications, drawings, cost estimates, inspections, and other related services to ensure the efficient development, maintenance, and operation of structures occupied by the USHMM.
  • Develops, maintains, and assures uniformity to the Museum Master Plan to ensure further renovations and construction meet the needs of the Museum's mission.
  • Serves as Contracting Officer’s Representative (COR) on major design and construction projects and oversees the work of contractors and monitors progress during performance of work; reviews completed work for adequacy and quality; coordinates work involving multiple disciplines (electrical, mechanical, civil, and structural) and collaborates with other contractors to resolve conflicts; maintains records on the status of projects; and prepares production reports as requested.
  • Provides critical input on plans, programs, and activities affecting Museum structures; assists in evaluating the need for renovations and repairs and prioritizes repair and rehabilitation projects.
  • Reviews studies, cost estimates, designs, construction documents, and other architectural work products to ensure professional and functional adequacy, specifically for protection of public and employee health and safety, preservation of architectural integrity, cost effectiveness, operational and maintenance efficiency, aesthetic compatibility, energy efficiency, utilities sustainability, and compliance with laws, regulations, codes, policies, and standards.
  • Develops, formulates, produces, and maintains facility, preventative maintenance programs, and construction standards to ensure the highest level of facility maintenance and ensure that the original architectural design intent is preserved.
  • Analyzes requirements and defines scope of work and interdisciplinary requirements and consults with other subject matter expert professionals, plans work and sets priorities, and defines schedule, budgets, and job requirements.
  • Serves as the Architectural & Engineering (A&E) Manager for professional service contractors and develops scope of work, estimates cost of services, and assists in selection of A&E and construction contractors and monitors cost, progress, risk, and quality of contract work and serves as liaison, coordinates government activities, and processes work products as assigned.
  • Performs A&E studies and prepares technical reports, designs, graphic presentations, and construction drawings, specifications, and cost estimates for new construction or the repair and improvement of existing facilities/structures.
  • Serves as the Museum code compliance officer, Section 106 officer, liaison to the National Capital Planning Commission and the Commission of Fine Arts, as well as other federal and local government entities.
  • Serves as the Americans with Disabilities Act/Architectural Barriers Act (ADA/ABA) Coordinator for the Museum and reviews all existing facilities and exhibits on a regular basis for standards compliance and develops, formulates, produces, and maintains the Museum's ADA Handbook and reviews all projects being designed for the Museum, to include temporary exhibits, Permanent Exhibition modifications, and facility modifications to ensure compliance with ADA/ABA requirements.
  • Performs other duties as required or assigned.

Minimum Qualifications for the role:

  • At least ten (10) years of relevant facilities management experience, and five (5) years of supervisory experience is required.
  • Knowledge of facilities management and capital planning principles and practices.
  • Knowledge of design and construction project planning and management principles including skills which result in successful project performance related to scope identification, stakeholder engagement, budget and schedule performance, risk mitigation and quality control.
  • Demonstrated ability to organize and troubleshoot projects, and oversee budgets, contracts, procurements and other financial matters.
  • Creative problem solver with demonstrated experience effectively managing logistics and navigating sensitive and complex environments and situations.
  • Ability to lead, manage, and motivate a team of employees and contractors while continuously displaying strong organizational skills and attention to detail is essential.
  • Ability to work in a time sensitive, deadline driven, demanding and sometimes stressful environment, taking initiative and prioritizing multiple, simultaneous tasks with minimal supervision/oversight.
  • Ability to tackle challenges, while remaining focused and flexible with changing priorities and needs.
  • Excellent interpersonal skills, ability to work both independently & collaboratively as a team member.
  • Ability to inspect construction projects and Museum facilities locations.
  • Ability to travel between Museum facilities in Metropolitan Washington, DC and occasional travel to the Museum’s regional offices.
  • Ability to work occasional nights and weekends in response to museum operational needs or emergencies 24/7, make rapid and appropriate judgments, and take a leadership role in emergency crisis situations.

Preferred Qualifications for the role:

  • Bachelor’s Degree in Facilities Management, Architecture, Engineering or other related field or equivalent experience in these areas, a plus.
  • Seven (7) years of supervisory experience.
  • Experience managing federal and non-federal staff, a plus.
  • Experience in a Museum or other operation with public visitation and critical temperature and humidity control, a plus.
