What are the responsibilities and job description for the Technical Project Manager position at Executive Operations, LLC?

We are seeking an experienced Technical Project Manager (TPM) to lead a Claims System Modernization initiative. This role will drive end-to-end project execution, working closely with business stakeholders, architects, developers, QA teams, and external vendors to deliver a modern, efficient, secure, and scalable claims processing platform.

This is an onsite / hybrid position, requiring close collaboration with internal teams and stakeholders.

Key Responsibilities

Project Leadership & Execution

  • Lead the full lifecycle of the claims modernization project, from planning and requirements gathering through development, testing, deployment, and post-launch support.
  • Develop and maintain detailed project plans, timelines, milestones, and deliverables using Agile, Waterfall, or hybrid methodologies.
  • Define and manage scope, handle change requests, and ensure alignment with business objectives.
  • Track progress, manage risks and issues, and proactively escalate roadblocks.

Stakeholder & Cross-Functional Coordination

  • Partner closely with claims operations, underwriting, IT, compliance, and finance teams to ensure alignment.
  • Facilitate communication between technical and non-technical stakeholders to maintain transparency and shared understanding.
  • Lead regular stand-ups, sprint planning, retrospectives, steering committee updates, and status meetings.

Technical Management

  • Collaborate with solution architects and engineering leads to understand system integrations, technical dependencies, data migration requirements, and infrastructure needs.
  • Coordinate with development and QA teams to ensure quality deliverables and on-time execution.
  • Support the design and implementation of APIs, workflow enhancements, rules engines, and automated claims processing components.
  • Ensure proper documentation, configuration management, and version control practices.

Vendor & Partner Management

  • Manage relationships with third-party vendors supporting claims platforms, system components, or cloud services.
  • Oversee vendor deliverables, SLAs, timelines, and performance.
  • Ensure seamless integration between internal systems and vendor technologies.

Data, Testing & Quality Assurance

  • Support data mapping, migration, and validation from legacy systems to the new claims platform.
  • Develop and oversee test plans, including functional, UAT, integration, regression, and performance testing.
  • Ensure compliance with industry and regulatory requirements, including HIPAA, SOC, PCI, and insurance-specific regulations.

Change Management & Deployment

  • Coordinate training, communications, and process updates for claims and operational teams.
  • Manage rollout strategies, including phased deployments, pilot programs, and post-deployment support.
  • Ensure smooth adoption of the new system and alignment with operational expectations.

Qualifications

  • 5 years of experience as a Technical Project Manager, IT Project Manager, or similar role.
  • Background in claims systems, insurance platforms, financial services, or enterprise modernization projects.
  • Strong understanding of system integrations, APIs, databases, cloud technologies, and application architecture.
  • Experience with Agile/Scrum and traditional project management methodologies.
  • Excellent communication, documentation, problem-solving, and leadership skills.
  • Proven ability to manage large, multi-phase technology projects with multiple stakeholders.
  • Experience with claims processing systems.
  • Familiarity with data migration tools and best practices for legacy system modernization.
  • PMP, PMI-ACP, Scrum Master, or similar certifications preferred.
  • Experience working with offshore and onshore development teams.
