Realty Technician 4
Location: Kent, WA; Olympia, WA; Pasco, WA (Hybrid)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $40.41 - $45.00 per hour (Depending on Work Location)
This position generally involves office work but can require field work to support Realty Specialists within their respective regional offices. This position may also provide administrative support and provide back-up support to clerical staff such as answering phones, correspondence and calendars/meetings. This position can involve overnight travel, which can be up to 50% out of town and 50% office, throughout the service area of Oregon, Washington, Idaho, Western Montana, Northern Nevada, Northern California and Western Wyoming. Reports to the Real Property Field Services Team Lead within the Real Property Services Department.
Position Responsibilities:
Act as a technical lead by:
Collaborating with teams to identify and solve problems.
Liaising with team members, management and customers on assigned work and supported projects.
Using technical expertise to develop/draft and recommend new or revised processes.
Using technical expertise to develop draft communications for internal and external audiences at various levels, coordinate needed reviews and approvals from manager and other involved parties, and facilitate dissemination of approved communications.
Provide Realty Technician support for real property projects in accordance with established processes and policies.
Serve as a liaison for construction projects.
Act as a Field inspector for land acquisition contracts and other assigned work.
Process Land Use Applications by using the Realty Technical Services Prelim checklist to assign a case number, set up case in the company Land Information System (LIS), conduct preliminary research, gather the applicable maps, prepare the Land Use Review Request (LURR) and prepare and transmit case file. (Level 3 and 4 technicians handle more difficult or complex cases involving running out legal descriptions; multiple transmission lines, substation areas, disposals, etc.)
Assist in the completion, verification of legal description accuracy, consistency and format/clerical accuracy for a variety of land documents prepared by Realty Specialists.
Provide support to Realty Specialist in obtaining Permission to Enter Property (PEP) for all project related activities.
Draft land management, legal, and other conveyance documents assuring legal description and format/clerical accuracy for the Realty Specialist to review and approve.?
Perform field work supporting the Field Realty Specialists in conducting land management activities including but not limited to: inspecting proposed uses of company rights-of-way (ROW), monitoring approved uses of company ROW to ensure that they are in compliance with the LUA or other agreements, and collecting field data in support of property valuation studies
Perform field work supporting the Field Realty Specialists in conducting acquisition activities including but not limited to: inspecting properties in association with acquisition activities, delivering documents for signature by the landowner, crop damage inspection; documenting the certification of inspection and possession and collecting field data in support of property valuation studies.
Maintain a "Methods of Access” book for use by staff to identify routes to access transmission lines and facilities and update plan and profile drawings.

Education & Corresponding Experience
High School Diploma is required.
Associate's degree is preferred.
7 years of work-related skill, knowledge and experience is required.
Experience must include work related to real estate principles, practices, precedent cases and comprehension of the technicalities of government real property procedures, rules and regulations

Required Technical Skills & Experience
Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include Geospatial Services, Survey and Mapping, Real Property Field Services, Realty Support Services, or experience coordinating projects that include these support services.
Experience using land data and mapping systems. Knowledge of land management, acquisition templates, and commercial facility leasing. Knowledge of real estate documents including but not limited to: Warranty Deeds, Deeds of Trust, Mortgages, Quit Claim Deeds, Liens, property title reports, and assessor/treasurer property information reports.
Knowledge of the general concepts of real estate management and commercial facility leasing which may include geospatial services (GIS), survey and mapping, LIDAR imagery, or obtaining information from title companies/county courthouses.
Knowledge and experience acquiring real property rights.
Preferred Skills & Experience
Knowledge and/or experience with MS Project.
