Position Summary 

This position supports the work of the Y, a leading nonprofit, charitable organization committed to strengthening community through youth development, healthy living and social responsibility. The Chief Program Delivery Officer (CPDO) at the Eugene Family YMCA intentionally fosters a cause-centered culture that is welcoming, genuine, hopeful, nurturing, and determined and leads the operational excellence, quality, and performance of all Y program areas.  

 

The CPDO ensures that strategic priorities are translated into effective program execution across Youth Development, Youth Sports, Health & Wellness, Aquatics, and Tennis & Pickleball.

 

Essential Functions

  • Serve as the Y’s senior operational leader responsible for delivery, performance, and continuous improvement of all program areas.
  • Directly supervise and support department leaders, providing regular coaching, performance feedback, and professional development. Ensure clear communication, consistent accountability, and effective coordination across multiple programming sectors.
  • Ensure that program initiatives support the overall strategic priorities, program goals, key performance indicators, and strategic direction as established by the CEO.
  • Ensure proper delivery of program management procedures. Review and update internal procedures and communicate changes to staff.
  • Identify operational improvements and implementation requirements for new initiatives.
  • Translate approved strategic initiatives into operational plans, staffing models and delivery timelines.
  • Under the direction of the CEO, the Y’s CSO is the primary chief officer tasked to research, analyze, define, and frame out new program and partnership opportunities. A core aspect of the CPDO’s role is to build out the tactical details, procedures, processes, and metrics to deploy new programs and partnerships the CSO has dedicated time to researching, analyzing, defining, and framing out.
  • Provide senior executive leadership for the establishment of program budgets and resource allocation decisions: Ensure efficient use of resources and financial accountability; while working with Program Directors and senior executives to monitor monthly financial reports to ensure revenue targets are met and expenses are controlled.
  • Measure progress against strategic goals and ensure continuous improvement. Take appropriate action to correct variances. Use data to analyze financial trends and forecast future financial progress.
  • Monitor and evaluate program performance against consistent program standards: Track progress monthly against KPIs and leading practice metrics and help the Y’s programing leaders adjust as needed.
  • In partnership with other senior Y leaders, ensure strict compliance with leading practices associated with safety, risk mitigation, incident responsiveness, and any associated program licensing or compliance measures.
  • Leads and manages a team of Program Directors, providing vision, guidance, support, and professional development opportunities.
  • Foster a positive and collaborative work environment: Promoting teamwork, innovation, and accountability.
  • Serve as a role model for the Y's culture and values: Leading by example and promoting ethical behavior.
  • Represents the organization and its programs at external events and meetings as appropriate in collaboration with the Chief Strategy Officer and CEO.
  • Other duties as assigned

 

Minimum Qualifications 

  • Four-year degree in human services, social services, recreation, business; or equivalent years of education, trainings, certifications, workshops or other forms of learning in a related field
  • At least 6-1/2 years of directly relevant program oversight, compliance, or complex project management. 
  • At least two years of previous supervisory or leadership experience
  • Previous executive-level leadership experience with strategic program delivery, promotion, budgeting, forecasting, program evaluation and reporting.

 

Preferred Qualifications 

  • Previous YMCA senior leadership 
  • Y-USA Organizational Leadership Certification
  • Previous experience working within, or directly supporting, licensed child care programs
  • Ability to speak fluent Spanish

  • Thorough knowledge of financial and legal best practices and requirements with a proven ability to provide sound and ethical financial counsel to executive leadership.
  • Thorough understanding of and personal involvement with systems and methodologies of finance and administration.
  • Strong analytical and problem-solving skills.
  • Excellent organizational skills and attention to detail.
  • Strong supervisory and leadership skills.
  • Critical Thinking & Decision Making: Makes informed decisions based on logic, data, and sound judgment
