What are the responsibilities and job description for the HUMAN RESOURCES REPRESENTATIVE position at ETTIE LEE YOUTH AND FAMILY SERVICES?
- DUTIES AND STANDARDS
- Maintains complete personnel records and licensing documents.
- Creates and maintains employee personnel files in an orderly manner.
- Coordinates and facilitates the recruitment life-cycle for the agency and all its departments/programs
- Sourcing, interviews, background checks, offers of employment, on-boarding, success tracking and relationship management
- Monitors the staff performance evaluation system.
- Provides benefit information to all new staff and serve as a liaison for staff with benefits providers. Completes enrollment applications and insures timely submission to providers.
- Provides employees with Employee Handbook, revisions and updates as needed.
- Monitors the employee Time and Attendance System on a regular basis.
- Reconciles timesheets for payroll accurately on a semi-monthly basis.
- Coordinates the maintenance and management of training records on all employees.
- Provides training on selected topics and supports training conducted by other identified trainers.
- Assists in preparing for the Annual Employee Appreciation Luncheon.
- Responsible for reception, mail pick-up and/or opening and distribution, and telephone relief.
- Monitor and send out notices on staff skilled license renewal requirements (MFT, LCSW, RAS., etc).
- Monitor and update staff documents that are required as a condition of employment i.e. auto insurance, driver’s license, and TB.
- Generates monthly ad-hoc reports for HR and other departments.
- Maintains accurate Group Home Staffing Grids and The Ettie Agency Staffing List
- Responsible for DMV Pull Notice enrollment and/or deletion on new hires and term employees.
- Generates and monitors Employee Change Notice (ECN) on new hires, transfers, position changes, salary changes, etc. for all employees.
- Serves as point of contact for Human Resources Department in the absence of the Director of Administration.
- Assist with accounting tasks as requested by Director of Administration.
- Communicate effectively with others and assimilate and understand information, in a manner consistent with essential job functions.
- Identify, analyze and address problems, issues and opportunities to continuously improve services.
- Works cooperatively, effectively and harmoniously with other personnel and/or service providers or professionals to promote agency goals and missions.
- Answers and researches routine and non-routine questions related to Human Resources.
- LEVEL OF SUPERVISION EXERCISED
- Supervision of staff is not a requirement of this position.
- REGULAR WORKING RELATIONSHIPS
- Receives Supervision from the Director of Administration.
- Provides regular support to Accounting Department Staff.
- Establishes regular working relationships with outside agencies and organizations to maintain functionality of Human Resources Department.
- Collaborates with other Agency staff.
- WAGE AND HOUR STATUS
- Non-exempt: This position may require after hours/evening work as needs of the agency dictate.

- CONDITIONS OF EMPLOYMENT
- A valid California Driver’s License with at least five (5) years of driving experience.
- No more than two (2) violations totaling one point each in the past three (3) years.
- No DUI or suspended license in the last seven (7) years.
- Proof of auto insurance coverage.
- Department of Justice, FBI, and CAIC fingerprinting clearance.
- Fully completed and submitted employment application, resume and an official DMV driving history.

Qualifications:- Bachelor’s degree from an accredited college or university with courses in Human Resources, Business Administration or related field.
- Minimum of two (2) years of clerical/office experience preferably in a Human Resource environment.
- Prior experience with HRIS systems preferred.
- Proficient Microsoft Office Programs including Excel, Word, Outlook and Access
- Must possess a valid California driver license and have a driving record acceptable to agency’s insurance carrier.
