  1. DUTIES AND STANDARDS
    1. Maintains complete personnel records and licensing documents.
    2. Creates and maintains employee personnel files in an orderly manner.
    3. Coordinates and facilitates the recruitment life-cycle for the agency and all its departments/programs
      1. Sourcing, interviews, background checks, offers of employment, on-boarding, success tracking and relationship management
    4. Monitors the staff performance evaluation system.
    5. Provides benefit information to all new staff and serve as a liaison for staff with benefits providers. Completes enrollment applications and insures timely submission to providers.
    6. Provides employees with Employee Handbook, revisions and updates as needed.
    7. Monitors the employee Time and Attendance System on a regular basis.
    8. Reconciles timesheets for payroll accurately on a semi-monthly basis.
    9. Coordinates the maintenance and management of training records on all employees.
    10. Provides training on selected topics and supports training conducted by other identified trainers.
    11. Assists in preparing for the Annual Employee Appreciation Luncheon.
    12. Responsible for reception, mail pick-up and/or opening and distribution, and telephone relief.
    13. Monitor and send out notices on staff skilled license renewal requirements (MFT, LCSW, RAS., etc).
    14. Monitor and update staff documents that are required as a condition of employment i.e.             auto insurance, driver’s license, and TB.
    15. Generates monthly ad-hoc reports for HR and other departments.
    16. Maintains accurate Group Home Staffing Grids and The Ettie Agency Staffing List
    17. Responsible for DMV Pull Notice enrollment and/or deletion on new hires and term employees.
    18. Generates and monitors Employee Change Notice (ECN) on new hires, transfers, position changes, salary changes, etc. for all employees.
    19. Serves as point of contact for Human Resources Department in the absence of the Director of Administration.
    20. Assist with accounting tasks as requested by Director of Administration.
    21. Communicate effectively with others and assimilate and understand information, in a manner consistent with essential job functions.
    22. Identify, analyze and address problems, issues and opportunities to continuously improve services.
    23. Works cooperatively, effectively and harmoniously with other personnel and/or service providers or professionals to promote agency goals and missions.
    24. Answers and researches routine and non-routine questions related to Human Resources.
  2. LEVEL OF SUPERVISION EXERCISED
    1. Supervision of staff is not a requirement of this position.
  3. REGULAR WORKING RELATIONSHIPS
    1. Receives Supervision from the Director of Administration.
    2. Provides regular support to Accounting Department Staff.
    3. Establishes regular working relationships with outside agencies and organizations to maintain functionality of Human Resources Department.
    4. Collaborates with other Agency staff.
  4. WAGE AND HOUR STATUS
    1. Non-exempt: This position may require after hours/evening work as needs of the agency dictate.

    1. Utilizes agency training system as well as professional workshops and conferences as a resource for improving job knowledge and performance and for resolving job-related issues.
    2. Utilizes supervisor consistently and effectively as a resource for increasing and improving job knowledge, job performance and for resolving job-related stress.
    3. Stays abreast of laws and regulations regarding all aspects of this position.
  7. TYPICAL PHYSICAL DEMANDS
    1. Requires frequent sitting, standing, bending and reaching.
    2. Requires manual dexterity to operate computer keyboard, calculator, copier machine and other office equipment.
    3. Requires eyesight correctable to normal range to operate a vehicle.
    4. Requires hearing within normal range for telephone use.
    5. Requires full range of body motion including handling and lifting.
    6. Requires working under stressful conditions and working irregular hours
  8. CONDITIONS OF EMPLOYMENT
    1. A valid California Driver’s License with at least five (5) years of driving experience.
    2. No more than two (2) violations totaling one point each in the past three (3) years.
    3. No DUI or suspended license in the last seven (7) years.
    4. Proof of auto insurance coverage.
    5. Department of Justice, FBI, and CAIC fingerprinting clearance.
    6. Fully completed and submitted employment application, resume and an official DMV driving history.

This job description represents a summary of the main duties of the position. 

Qualifications:
  1. Bachelor’s degree from an accredited college or university with courses in Human Resources, Business Administration or related field.
  2. Minimum of two (2) years of clerical/office experience preferably in a Human Resource environment.
  3. Prior experience with HRIS systems preferred.
  4. Proficient Microsoft Office Programs including Excel, Word, Outlook and Access
  5. Must possess a valid California driver license and have a driving record acceptable to agency’s insurance carrier.
