Job Description:
The Rights and Restrictions Specialist will play a critical role in supporting transmission line projects by examining, analyzing, and documenting real property rights, title records, and easement agreements. This role requires meticulous attention to detail to review complex legal instruments and extract key terms, conditions, rights, and restrictions into a clear, standardized tabular format.
Working closely with GIS and management teams, the successful candidate will leverage geographic information systems (GIS), mapping tools, and legal research skills to provide complete land-rights clarity across the project corridor.
Key Responsibilities
• Easement & Legal Document Review: Perform thorough legal reviews of recorded easements, deeds, land contracts, rights-of-way (ROW), permits, and property agreements governing transmission line corridors.
• Data Extraction & Tabular Summarization: Synthesize complex legal clauses, rights, conditions, and landowner restrictions into a standardized, searchable tabular database/spreadsheet format for project engineering and operations teams.
• Property Rights Research: Conduct limited property research using public land records, county recorder indices, title commitments, and historical deeds to determine property ownership, rights-of-way boundaries, and encumbrances.
• GIS & Mapping Integration: Utilize Geographic Information System (GIS) software and mapping applications to cross-reference legal land descriptions, tax parcels, survey plats, and spatial layers with easement documents.
• Quality Control & Compliance: Provide data integrity and precision in all land-rights documentation, supporting risk mitigation and regulatory compliance for transmission infrastructure development.Requirements:Required:
Must have a Bachelors degree min 4 years relevant exp OR an Associates degree min 6 yrs relevant exp OR High School degree min 8 yrs relevant exp.
• Experience: Minimum of four (4) years of direct experience in title research, property rights research, right-of-way (ROW) examination, or legal document analysis.
• Legal Interpretation: Proven ability to read, interpret, and analyze complex legal descriptions, land titles, deeds, encumbrances, and easement documents.
• GIS Proficiency: Practical experience using GIS applications (e.g., ArcGIS, QGIS) and mapping software to interpret spatial data, survey plats, and parcel maps.
• Software Skills: Advanced proficiency in Microsoft Excel and relational databases for managing structured tabular data.
Preferred:
• Education: Bachelor's degree from an accredited college or university in Real Estate, Urban Planning, Paralegal Studies, Business Administration, Geography/GIS, or a related field.
• Experience specifically working on utility, electric transmission line, pipeline, or major linear infrastructure projects.
• SR/WA (Senior Member Right of Way Association) designation or paralegal certification.
• Familiarity with land records and county recorder systems in Ohio, Pennsylvania, Maryland, West Virginia and New Jersey.

• Position Type: Full-Time, Regular Contract Employee.
