The Landfill Maintenance Manager is responsible for the coordination of all activities related to acquisition, maintenance and preventative maintenance of vehicles, facilities, and equipment for the Waste Services Department. He/She is also responsible for developing and instituting procedures, policies, and programs for the Maintenance Division. The incumbent in this position is expected to operate with wide latitude for decision making and requires significant independent judgement. Responsibilities include preparing and managing the Waste Services Department Maintenance Division’s $1.7M annual operational budget, plus capital investments in excess of $2M annually. The Waste Services Fleet Facilities and Equipment Maintenance Manager reports to the Landfill Division Manager.


This is a “mandatory testing” position that requires Drug Testing.


EXAMPLE OF DUTIES:

Supervises, prioritizes and oversees the preventative and reactive maintenance and repair of Waste Services Fleet, Facilities, and Equipment

Plans, schedules, directs, and manages technician’s daily activities to ensure all work is done in a safe and timely manner while improving productivity through the imposition of time standards and measurement of repair time

Provides technical advice to subordinates regarding complex diagnosis requiring OEM software and diagnostics and subsequently inspects repair and maintenance work performed by technicians for quality control

Evaluates employees, including annual reviews, for promotions, demotions, and disciplinary actions as needed in support of continuity of services

Researches and sources Waste Services apparatus and equipment as well as subsequent parts and supplies and reviews while assuring correct use of purchase orders for all vendor purchases

Coordinates the repair and maintenance of vehicles, apparatus and equipment with vendors and internal employees, maximizing cost effectiveness and optimizing balance between internal and external labor

Oversees the specifications and outfitting of new vehicles and equipment before placing them in service, checks newly purchased equipment to ensure conformance with specifications and compliance with warranty

Develop and Manage a Fleet data system to record service and repair time, parts utilization, and other operational or maintenance expenses in order to analyze the frequency, costs, and effectiveness of vehicle maintenance and repair program

Monitors vendor and service provider compliance with repair and bid specifications

Maintains a service manual library/database, distributes, and monitors current technical service bulletins

Prepares and maintains after-hours emergency repair procedures

Performs inspections and audits to ensure emergency vehicles are incompliance with Federal, State, and Local regulations

Prepares and disseminates KPM reports (utilization, productivity, and efficiency) and maintains a maintenance dashboard

Monitors revenues and expenditures in assigned area to assure sound fiscal control; assures effective and efficient use of funds, personnel, materials, facilities, and time

Develops policies and procedures and provides training to personnel as needed

Works with the Waste Services Director to present contracts and related documents to the Board within the prescribed procedures and deadlines

Supervises the keeping of an inventory of spare parts and supplies and sets appropriate levels of critical safety stock

Diagnoses complex problems, writes repair orders, and supervises and inspects the major repair, overhaul, and maintenance of apparatus and equipment

Prepares, reviews, and interprets technical drawings and plans for apparatus and equipment

Prepares contract specification plans and drawings required for competitive bidding process for asset acquisition, services, parts and materials

Develops and enforces an effective job safety program by monitoring the work environment and use of safety equipment, assisting with investigation of accidents, and initiating any actions necessary to correct deviations or violations to ensure safety of employees and other individuals

Must be available for after-hours repairs and/or repair consultations

Operates a personal computer to include the use of Microsoft 365, Power Point, maintenance and OEM databases, and other relevant computer programs

Perform related work as assigned or required


TYPICAL QUALIFICATIONS


Minimum Qualification Requirements:

High school diploma or equivalent (G.E.D.), and two years of specialized or technical training beyond high school in fleet maintenance, automotive repair, or a related field and five years of fleet maintenance experience, including three years at a lead or supervisory level; or a combination of education and experience.


Licenses and Certifications:

Must possess a valid driver’s license from state of residence.

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency and is expected to perform emergency service duties, as assigned.

Physical Requirements:

Besides sedentary office work, position typically requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling talking, hearing, seeing, finger and hand dexterity, as well as repetitive motion. Heavy work: exerting more than 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. May be subjected to moving mechanical parts, electrical currents, fumes, odors, dust, gases, poor ventilation, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel.
