The Deputy Director of Building Services is a highly responsible professional position requiring an ethical leader skilled in administration and supervision of the Building Services Division. Under direction of the Director of Building Services/Building Official; plans, directs, coordinates, and supervises the activities of the Department Which include permitting, plan reviews, inspections, and contractor licensing. Performs ongoing evaluation and improvement of service delivery systems, research for innovative systems and techniques by which to better serve the Department's clients. Performs mentoring and evaluations of staff through observations, and written reports and recognizes successes in achieving established goals and takes corrective measures regarding inconsistencies and short comings.


The Deputy Director of Building Services develops and increases staff understanding of code and processes through identifying or establishing training opportunities. Serves in full capacity as Building Official in the absents of the Building Services Director/Building Official, including but not limited to, advising the County Administrator through the Assistant County Administrator on the activities and needs of the department and the results of its overall operations. Represents the Department before the Board of County Commissioners; presents issues, projects, proposals, and recommendations for Board action. Performs related work as required. Work is performed under direction of the Director of Building Services/Building Official.


EXAMPLES OF DUTIES

Supervises and coordinates the activities of subordinate employees, including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.


Provides leadership and direction the development of short and long-range plans; research, collect, interpret, and prepare data for studies, reports, and recommendations; coordinate departmental activities with other departments, the county administrator, and agencies as needed.


Interprets and enforces regulations including but not limited to Florida Statutes 553 as well as other related Florida statutes and local ordinances related to building construction.


Provides technical advice to supervisors; make presentations to supervisors, boards, commissioners, civic groups, and the general public.


Explains, interprets and provides guidance regarding all applicable regulations to architects, engineers, contractors, developers and other interested parties.


Investigates complaints regarding, building construction, permitting, and inspections.


Resolves complex and sensitive customer service issues, either personally, by phone, or in writing. Maintains records and documents of customer service issues and resolutions.


Ensures subordinate personnel within the department are held to the highest ethical standards, establishes performance standards, provide on-going training to ensure that all inspectors are consistent in knowledge, interpretation and application of code requirements.


Administers in a timely and professional manner permitting and plan review, including reviews, inspections, coordination, enforcement, and issuance.


Assures that assigned areas of responsibility are preformed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.


Coordinates and assists environmental code enforcement and fire prevention as needed.


Performs related work as assigned or required.


An incumbent in this job classification will be required to file a financial disclosure statement (Form 1) with the Supervisor of Elections in Escambia County, in compliance with Florida States, Chapter 112, Part III. Such filing is required within 30 days of placement in the position, and annually thereafter no later than July 1 of each year in which they serve in the covered position, and within 60 days of leaving the covered position.


TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:


Training and Experience:

Bachelor's degree in civil or structural engineering, construction, architecture, areas applicable to building code inspection, and six years’ experience in building construction, building inspection or engineering of which five years must be in a supervisory/management position; or any equivalent combination of related training and experience.


Licenses and Certifications:

Valid driver's license from state of residence

Must hold license as issued by the Florida Department of Business and Professional Regulation as a Building Code Administrator, Plans Examiner, One- and Two-family Dwelling Inspector or Standard Inspector certified in at least two of the following license categories, building, plumbing, mechanical, and or electrical pursuant to Florida Statute as required by Chapter 468.

A Certified Floodplain Manager (CFM) certificate issued by the Association of State Floodplain Managers (ASFPM) may be a substitute for one required standard inspector license; or all but one of the required license/certificate categories, with the requirement of obtaining the remaining license/certificate within 1 year of employment including Provisional Licenses.


Knowledge, Skills, Abilities, and Other Characteristics (KSAOs):

thorough knowledge of current construction methods and Florida Building Codes. and thorough knowledge of inspection and enforcement procedures for applying all applicable codes and standards.

SUPPLEMENTAL INFORMATION

County-wide Employee Responsibilities:

Emergency Management Responsibilities:

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.


The Deputy Director of Building Services will also be assigned to the Emergency Operations Center during an activation or exercise. He/or/she will be responsible to supervise and support his/or/her staff in the field conducting damage assessments and site inspections.


Physical Requirements:

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated light work. This position requires talking, hearing, seeing and repetitive motions.

While performing the essential functions of the job the employee is occasionally exposed to outdoor weather conditions. The incumbent's working conditions are typically quiet but may be required to occasionally visit construction sites.
