Department: Special Programs Compliance and Monitoring

Job Title: Title 1/ESSA Specialist

Position Type: Full or Part-Time

 

Job Goal:

Assist school systems in implementing Title I and other programs authorized under the “Every Student Succeeds Act” (ESSA) by providing technical assistance, professional development, and support with grant applications and compliance reporting. Delivery of services outlined in the ESC ESSA Basic Support Grant and fee service agreements, and guide districts through ESSA compliance monitoring to promote effective program implementation and improve student outcomes.

 

Education:

  • Master’s degree in education or related field

 

Certifications:

  • Texas Teacher Certification
  • Mid-management preferred but not required

 

Knowledge, Skills and Abilities:

  • High degree of professionalism including strong organizational, communication, and public relations skills
  • Ability to establish rapport and work in collaboration with public school, ESC and state agency personnel
  • Ability to prepare and provide professional development to educators of all levels
  • Working knowledge of federal programs and grant functions
  • Ability to maintain confidentiality with internal data and external student and school information
  • Detail-oriented and able to submit required documentation error-free and on time
  • Ability to collaborate and work effectively with diverse personalities
  • Ability to utilize current technology platforms and software

 

Experience:

  • Minimum five years teaching experience
  • Experience in managing state and/or federal programs highly preferred
  • Experience in planning, developing, and presenting professional development to adults

 

Major Responsibilities and Duties:

  • Responding to client needs in a professional, courteous and timely manner with current, accurate information
  • Utilize multiple modalities, including distance learning technologies, in person face-to-face, phone, and email for meetings, technical assistance, training, etc.
  • Prepare and provide professional development to educators of all levels
  • Follow all federal, state, and local ESC guidelines, policies, and procedures
  • Communicate effectively and maintain positive, professional relationships within the Special Programs Department, the ESC, school system staff, TEA contacts, and any partner organizations
  • Work on multiple tasks effectively with minimal supervision

 

  • Collaborate as needed to ensure the mission and vision of the ESC are realized
  • Manage calendars to ensure all required meetings and training courses are attended
  • Maintain all internal and external required paperwork and program documentation
  • Submit required paperwork and program documentation by requested deadlines
  • Maintain confidentiality with internal and external student and school system information
  • Develop and maintain positive, professional relationships within the ESC, with LEAs, TEA contacts, and any partner organizations
  • Assist with planning, designing, and implementing ESSA budgets and programs to increase student achievement
  • Provide assistance in coordinating Title I, Part A with other federal, state and local fund sources
  • Provide personalized Technical Assistance with the ESSA Consolidated Application and the Title V - Rural and Low-Income Application (if applicable) to include application preparation, budget planning, amendments and negotiations, and Private Non-Profit Equitable Services
  • Assist school systems in the development of local forms
  • Assist in creating and disseminating any ESSA and/or Parent & Family Engagement Newsletters for all Title I, A fee-service districts
  • Provide training and technical assistance in ESSA Parent and Family Engagement requirements.
  • Provide Technical Assistance to all Region 6 districts with fiscal compliance audits and random program validations
  • Understand and carry out the duties of the ESC Grants and maintain program documentation per grant guidelines
  • Develop internal work plans and metrics for service implementation and build in periodic progress check-ins to monitor the work plan and completion of deliverables
  • Attend required TEA and internal meetings
  • Perform other duties as assigned

Working Environment:

  • Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
  • Motion: Repetitive hand motions, including frequent keyboarding and use of a mouse; occasional reaching
  • Lifting: Occasional light lifting and carrying (less than 15 pounds)
  • Environment: May work extended or irregular hours
  • Mental Demands: Work with frequent interruptions; maintain emotional control under stress
  • Frequent regional travel and occasional state travel
