Definition of Class
- Detail-oriented, objective, and community-conscious Investigator to lead/or assist with the investigative process for discrimination complaints filed with the Commission.
Duties & Responsibilities
- Conduct impartial, thorough investigations of discrimination complaints in housing, employment, and public accommodations in accordance with the Erie County HRC Ordinance, by-laws, policies, and procedures.
- Collect, review, and analyze documentation and evidence; conduct interviews with complainants, respondents, and witnesses.
- Prepare clear and comprehensive reports, findings, and correspondence related to investigations.
- Draft and issue subpoenas, requests for information, and other legal documents as needed.
- Apply and interpret federal, state, and local anti-discrimination laws (e.g., PHRA, ECHRC Ordinance, Civil Rights Act, ADA, Fair Housing Act) as they relate to the case.
- Maintain accurate case files, timelines, and documentation throughout the investigative process.
- Uphold confidentiality, neutrality, and procedural fairness throughout all investigative activities.
- Assist the Director with preparing documentation for legal proceedings or Commission review.
- Support community education, training, and outreach efforts to raise awareness of civil rights protections and Commission services.
- Participate in Commission-sponsored events, meetings, and programming when appropriate.
- Attend court appearances, hearings, and professional development training as required.
- Other duties may be assigned by the Director based on agency needs.

- Strong investigative and analytical skills, with the ability to assess evidence impartially and document findings clearly and accurately
- Exceptional written and verbal communication skills.
- Strong organizational skills: ability to manage multiple cases and meet deadlines independently.
- High level of discretion, confidentiality, and sound judgment in handling sensitive matters.
- Ability to engage respectfully and effectively with individuals from diverse cultural and socioeconomic backgrounds.
- Basic working knowledge of Microsoft Office and other digital tools relevant to case management.
Minimum Requirements
- High school diploma or GED and a minimum of four (4) years of relevant work experience demonstrating strong attention to detail, critical thinking, documentation, and communication skills.
Preferred Qualifications
- Bachelor’s degree in Criminal Justice, Public Administration, Legal Studies, Investigative Training or related Social Sciences from an accredited institution.
- Basic knowledge of and commitment to anti-discrimination laws and regulations
- Willingness to travel within the county and work occasional evenings or weekends as needed.
Supervision Received
- This position reports directly to the Director of the Erie County Human Relations Commission.
