Senior Program Manager – Defense Manufacturing / Navy Programs
Location: Washington, DC or Boston, MA
Employment Type: Direct Hire
Salary Range: $180,000 – $195,000 MAX
Overview
We are seeking a Senior Program Manager to lead execution of complex, high-visibility defense programs supporting U.S. Navy customers. This role requires direct ownership of program delivery within a defense manufacturing and hardware environment, including responsibility for schedule, cost, risk, and cross-functional execution.
This is a hands-on leadership role operating within a matrixed organization (no direct reports), requiring coordination across engineering, manufacturing, supply chain, and program stakeholders.
Core Responsibilities
- Lead full lifecycle execution of defense programs, including planning, execution, delivery, and closeout
- Own program performance across schedule, budget, staffing, and deliverables
- Manage programs involving manufacturing, production, and delivery of hardware systems
- Serve as primary interface with U.S. Navy customers, DCMA, and government stakeholders
- Develop and maintain integrated master schedules, cost baselines, and performance metrics
- Apply Earned Value Management (EVM/EVMS) to track cost, schedule, and program performance
- Identify program risks and implement corrective actions and mitigation strategies
- Lead cross-functional coordination across engineering, manufacturing, materials, supply chain, and test organizations
- Drive program execution in high-pressure environments with demanding stakeholders
- Present program status, risks, and recovery plans to senior leadership and customer program offices
Required Experience
- 7 years of Program Management experience within the defense industry
- Proven experience running programs end-to-end (not advisory roles)
- Experience working at a prime defense contractor delivering to government customers
- Direct experience supporting U.S. Navy programs or maritime defense systems strongly preferred
- Demonstrated experience managing manufacturing, production, or hardware-based programs
- Experience recovering or stabilizing a struggling program (schedule delays, cost overruns, or performance issues)
- Experience managing high-visibility programs with executive and customer exposure
- Experience leading cross-functional teams without direct authority
Technical & Program Management Skills
- Earned Value Management (EVM / EVMS)
- Integrated Master Scheduling (IMS)
- Risk Management and Root Cause / Corrective Action (RCCA)
- Defense acquisition lifecycle and government contracting
- Manufacturing operations, production flow, and supply chain coordination
- Strong stakeholder management across engineering, operations, and government teams
Education & Clearance
- Bachelor’s degree in Engineering, Business, or related field
- Active U.S. Security Clearance or ability to obtain one required
- U.S. Citizenship required
Additional Requirements
- Ability to work onsite (hybrid flexibility may be available after start)
- Experience supporting hardware systems delivered to military customers
- Strong communication skills with ability to present to senior leadership and government stakeholders
