This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Policy Development and Research (OPDR). It is established to provide a professional authority to coordinate policy initiatives relating to workforce development.

Qualifications:

You must meet the Basic Requirements listed below and the Specialized Experience to qualify for Workforce Analyst, as described below.

Basic Requirement:
All academic degrees and course work must be from accredited or pre-accredited institutions.

A. Degree that included at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs

OR

B. Courses in a college or university consisting of 30 semester hours as described in A above, plus appropriate experience or additional education.

Specialized Experience (for positions above GS-5 or equivalent)
Professional experience in studying, analyzing, and/or advising on the economic, social and/or psychological factors affecting employment and training problems. This experience must have required knowledge of one or more of the following:

  • Labor force dynamics, e.g., the population, economic, cultural, and political factors affecting employment and training problems; problems relating to labor force adjustment to automation and other technological change; the effects of collective bargaining agreements; and the impact on job content and educational and training requirements of a rapidly changing industrial environment.
  • The cultural, environmental, political, or sociological factors related to employability or employment, e.g., employment and training problems concerning specific ethnic groups, group imbalances, skill imbalances, patterns of discrimination, rural community life, etc.
  • The psychological aspects of employability such as individual differences, attitude formation, motivation, and factors affecting learning.

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-13 includes all of the following:

  • Developing policy analysis or policy development (legislative, regulatory, or sub-regulatory);
  • Analyzing and developing policy recommendations to resolve conflicting concerns or issues; and
  • Planning, implementing, and monitoring multiple projects.

Responsibilities:

Major duties for this position are listed below:
  • Developing or refining legislative proposals related to the workforce system, and/or developing analytical papers, initiatives, or projects relating to specialized workforce development content specialties such as performance measurement, skills standards, skills attainment and assessment, and/or strategic planning.
  • Identifying, developing, planning, implementing, monitoring and maintaining either individual (often high profile) and/or multi-site projects, budgetary analysis, legislative and regulatory development and analysis, or economic analysis with inferences upon workforce development programs and activities.
  • Prepares or develops replies, reports, and analyses regarding policy and guidance on workforce development matters.
  • Analyzes findings to develop recommendations and policy options for new and existing initiatives and participates as a recognized expert in work groups and in making professional presentations on the subject(s) areas.
  • Analyzing and developing policy recommendations and options designed to resolve conflicting concerns or issues.
  • Leads and/or carries out analyses of policy and program issues which may include such work activities such as: preparing reports, presentations, memoranda, and and communicate context and information for decision makers.
  • Conducting research, strategic planning, performance management, policy or legislative development, data analysis, and other activities to address complex problems relating to workforce development and in support of OPDR's mission and functions.
