This position is located in the Office of Workforce Investment within the National Office of the United States Department of Labor (DOL), Employment and Training Administration (ETA). The National Office comprises a headquarters activity established to manage and direct all workforce development activity throughout ETA.
The official title of this position is Supervisory Program Manager. This position is outside of the bargaining unit.
Qualifications:
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal service.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Applicants must meet the following examples of qualifying specialized experience as described below:
- Experience partnering with federal and state agencies, and other stakeholders on workforce investment programs; and
- Ability to apply knowledge of federal legislation/regulations to state and local requirements to assist in the implementation of workforce investment programs, specifically those authorized by the Workforce Innovation and Opportunity Act;
- Experience providing administration, oversight and technical assistance in public workforce investment program; or
- Experience in developing, monitoring and evaluating policies for public workforce investment programs and grants.

Responsibilities:
- Maintains managerial oversight over all Division operations and activities to ensure efficiency and effectiveness, staff coordination and mission accomplishment.
- Provides program direction to subordinate managers and supervisors in setting and accomplishing mission support goals.
- Strategically manages resources throughout the Division in order to ensure high performance, greater public accountability, quality service, and customer satisfaction.
- Advises and assists the Administrator and/or Office Director on strategic planning, policy, program operation and performance accountability for the development and administration of a national workforce investment system.
- Oversees the establishment of goals and objectives, work planning and organization, work assignments, and human resources management responsibilities carried out by subordinate supervisors; and considers functional relationships among ETA programs when planning for and managing resources.
- Brings the voice of customers, stakeholders, and partners into the organization and incorporates customer feedback into goal setting and operational outcomes.
- Serves as the representative of, shares responsibility for, and assists the Administrator and/or Office Director in carrying out the functions within the scope of responsibility of the Division; as well as the spokesperson and focal point for activities and issues within the scope of the Division.
- Interacts with other Division Chiefs/Directors within the organization, officials at all levels within ETA and DOL, officials of other Federal agencies, Congressional staffers, and State, local and interest group leaders to share information and learn their viewpoints about trends which may affect program-related operations.
- Works collaboratively with employers and labor and Federal, State and local workforce partners to create a comprehensive and integrated workforce investment system that results in excellent outcomes and highly satisfied customers.
- Maintains ongoing contact with internal and external customers to enhance understanding of the impact of programs and of emerging issues and trends.
- Works as a partner with other Divisions and Offices to facilitate the achievement of goals and ensures all interested parties are kept informed about key activities and developments.
- Implements higher level policies and guidance, new initiatives and program changes. Interprets, adapts and implements guidance in program support situations.
- Identifies and resolves critical operating problems, determines the need for, and directs the conduct of special studies and management improvement reviews; approves or disapproves proposals and recommendations submitted by subordinate staff members.
- Coordinates the accomplishment of major projects and has the responsibility for policies, plans and analysis that directly shape and improve program support operations and periodically reviews projects, reports, group and individual performance for consistency with policies, compliance with procedures and regulations, technical adequacy, timeliness and effective utilization of resources.
