TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: An in-depth understanding and current awareness of: (a) the structure, administration, and operation of employee benefit plans, (b) the multitude of investment procedures, practices and vehicles employed by pension and welfare plan administrators; and (c) financial institutions and practices (i.e., securities, tax, banking, insurance, or other financial regulatory statutes).
TQ 2: A comprehensive knowledge of: (a) ERISA and related civil and criminal laws, regulations, precedents, polices, and legal decisions, and (b) the current civil and criminal investigative techniques, methods and procedures.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Responsibilities:
- Provides executive leadership for a multi-state Regional Office, overseeing all ERISA civil and criminal enforcement activities and ensuring alignment with Agency and Department priorities.
- Participates in national policy and strategy development, contributing to Agency-level goals, enforcement strategies, operating plans, and long-range program direction.
- Directs and manages regional enforcement programs, including investigations, corrective actions, targeting strategies, special projects, and coordination with legal and prosecutorial partners.
- Serves as the principal regional representative of EBSA, engaging with federal, state, and local officials, industry groups, plan administrators, and public stakeholders to advance understanding of ERISA and Agency initiatives.
- Ensures effective interagency coordination, maintaining liaison with SOL, U.S. Attorneys, and other regulatory bodies to support enforcement, litigation, and policy implementation.
- Leads regional human capital and resource management, directing staff, allocating resources, setting priorities, evaluating program performance, and developing staffing and budget justifications.
