Emerald Technical Solutions is seeking a Journeyman Systems / Cloud Administrator to provide hands-on operational support for the Town of Elkton’s hybrid IT environment. This role is responsible for maintaining on-premises infrastructure while supporting the Town’s gradual transition toward cloud and hybrid services.
This position is embedded on-site and serves as a key technical resource supporting endpoint management, server administration, help desk operations, and cybersecurity enforcement aligned with NIST CSF 2.0, CIS Benchmarks, and CJIS requirements.

This position is embedded on-site and serves as a key technical resource supporting endpoint management, server administration, help desk operations, and cybersecurity enforcement aligned with NIST CSF 2.0, CIS Benchmarks, and CJIS requirements.
Key Responsibilities:
IT Operations & Help Desk Support
- Provide Tier II support for ~100 users across Town and Police Department environments
- Manage ticket intake, tracking, and resolution via Jira ITSM
- Troubleshoot desktops, laptops, printers, VoIP (OnSIP), and peripheral devices
- Maintain SLA compliance and contribute to service performance reporting (CSAT, metrics)
- Administer Windows Server 2016/2019/2022 environments
- Support Active Directory (users, groups, GPOs), DNS, DHCP, and file services
- Maintain Exchange 2019 and assist with future migration to Exchange Online
- Perform system patching, updates, and hardening aligned with CIS Benchmarks
- Assist with Microsoft 365 / Azure (Entra ID) integration initiatives
- Support hybrid identity, MFA implementation, and endpoint security tools (Defender for Endpoint)
- Participate in cloud migration planning (Exchange Online, backup solutions)
- Manage endpoint security tools (Malwarebytes, ESET, Microsoft Defender)
- Utilize NinjaOne RMM for monitoring, patching, and automation
- Enforce least-privilege access and MFA policies
- Support vulnerability remediation efforts from Nessus scans
- Monitor and maintain Veeam Backup & Replication
- Perform backup validation and assist with test restores
- Support disaster recovery objectives (RPO/RTO)
- Assist with administration of:
- Arista Untangle routers
- SonicWall firewalls
- Juniper SRX300
- VPN tunnels (DPW, Parks)
- Support wireless (UniFi) and network segmentation
- Maintain accurate system documentation, SOPs, and asset inventories
- Participate in transition activities including discovery, knowledge transfer, and validation
Required Qualifications
- Bachelor’s degree in IT, Computer Science, or related field (or equivalent experience)
- 3–6 years of relevant IT experience
- Experience with:
- Windows Server & Active Directory
- Virtualization (Hyper-V preferred)
- Microsoft 365 / Azure fundamentals
- Endpoint management tools (RMM/EDR)
- Familiarity with backup solutions (Veeam preferred)
- Candidates must undergo and pass CJIS-compliant fingerprint-based background screening, in addition to Emerald Technical Solutions’ internal background investigation
Preferred Qualifications
- Microsoft: AZ-104 (Azure Administrator) or equivalent
- CompTIA: Security , Network
- ITIL Foundation (ITSM familiarity)
