Position Summary
The Civil Inspection Manager is responsible for overseeing and managing all civil construction inspection activities for a utility-scale solar and battery storage project. This role ensures that civil works are executed in compliance with approved drawings, specifications, geotechnical recommendations, environmental requirements, and applicable codes and standards. The Civil Inspection Manager serves as the primary point of contact for civil quality oversight and coordinates closely with the Owner, EPC contractor, and third-party inspectors.
Key Responsibilities
- Manage and lead all civil inspection activities, including grading, earthworks, access roads, drainage, foundations, trenching, piling (if applicable), erosion control, and site restoration.
- Verify that civil construction activities comply with approved IFC drawings, project specifications, inspection and test plans (ITPs), and geotechnical and hydrological requirements.
- Review and approve civil inspection reports, test results, and quality documentation, including compaction tests, concrete testing, soil reports, and material certifications.
- Monitor construction tolerances, elevations, slopes, and alignments to ensure design compliance.
- Coordinate with EPC civil managers, surveyors, geotechnical engineers, and environmental teams to resolve field issues and non-conformances.
- Identify, document, and track non-conformance reports (NCRs) and ensure timely corrective actions and closeout.
- Ensure compliance with environmental permits, stormwater pollution prevention plans (SWPPP), and erosion and sediment control requirements.
- Support construction sequencing reviews and proactively identify constructability or quality risks.
- Participate in daily and weekly coordination meetings with the Owner and EPC team.
- Provide clear reporting on inspection status, quality trends, risks, and readiness for subsequent construction phases.
- Support turnover and handover activities by verifying civil work completion and punch-list closure.
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline (or equivalent experience).
- Minimum of 7–10 years of experience in civil construction inspection or quality management, preferably on utility-scale solar, renewable energy, or heavy civil projects.
- Strong knowledge of earthworks, foundations, drainage systems, and geotechnical construction practices.
- Familiarity with ASTM, ACI, AASHTO, and applicable local and state codes and standards.
- Proven experience reviewing civil test data and inspection documentation.
- Ability to interpret engineering drawings, specifications, and survey data.
- Strong leadership, communication, and documentation skills.
- OSHA 30 certification preferred.
- Ability to work full-time on-site in Kingman, AZ, in outdoor construction environments.
Work Environment
- On-site, field-based role supporting active construction.
- Requires walking uneven terrain and working in varying weather conditions typical of northern Arizona.
