Role Description
The Director of Purchasing is responsible for planning and directing the procurement activities at Elizabeth City State University and serves as the Chief Purchasing Officer. The position involves the management of the following functions: Purchasing, Contracts, P-Card Program and administration of Surplus. Position is responsible for establishing agency policy and procedure for purchasing and surplus management. This position will provide oversight to two purchasing specialists. All work is accomplished within the strict limitations of authority specified by statute and by State Division of Purchase and Contract policy and procedure.
Minimum Training and Experience
Bachelor’s Degree with at least four years experience in purchasing and/or contract administration.
Management Preference
- Prior purchasing experience preferably in a major state or local government agency.
- Experience with Ellucian’s Banner ERP or similar system is highly desirable.
- Advanced knowledge of e-procurement platforms and contract lifecycle management systems.
- Proven ability to lead, mentor, and develop procurement teams in a fast-paced, compliance-driven environment.
- Demonstrated ability to manage procurement policies, enhance vendor management practices, and lead procurement transformation initiatives
- A professional procurement certification, e.g., CPP, CPPM, CPM, CPSM, CPSD.
