Overview
Elite Talent Hub is hiring a Business Development Lead (NIH) on behalf of a leading Federal Health IT organization. This role is ideal for a high-impact BD/capture leader with a strong network across the National Institutes of Health (NIH) and a proven ability to drive growth, shape opportunities, and win strategic contracts.
You will play a critical role in pipeline development, capture leadership, and client engagement, helping expand the client’s footprint across NIH and related health agencies.
Key Responsibilities
- Lead and execute business development and capture strategy across NIH accounts
- Build and expand strategic relationships with NIH stakeholders, partners, and clients
- Identify, qualify, and drive new business opportunities through full BD lifecycle
- Develop and manage a robust pipeline through proactive customer engagement
- Lead capture planning, including win strategies, call plans, and price-to-win
- Collaborate with SMEs and leadership to shape value propositions and solutions
- Support and oversee proposal development, including positioning and teaming
- Develop marketing and BD initiatives aligned to growth objectives
- Represent the organization at industry events, conferences, and client meetings
- Identify and execute cross-selling and expansion opportunities
- Build and lead competitive teaming strategies leveraging industry relationships
- Provide insights on market trends, GWACs, and NIH procurement landscape
Required Qualifications
- Bachelor’s degree required (MBA preferred)
- 12 years of experience in Business Development, Capture, or Growth within federal IT
- 10 years of direct NIH experience (contracts, programs, or customer engagement)
- Proven track record of winning federal contracts and leading captures
- Established network within NIH and federal health ecosystem
- Strong understanding of NIH procurement environment and mission space
- Experience developing call plans, win strategies, and value propositions
- Demonstrated ability to build and lead teaming partnerships
- Knowledge of Agile, DevSecOps, Digital Transformation, or Health IT solutions
- Excellent communication and executive-level presentation skills
- Experience with CRM tools (TechnoMile preferred)
- Based in the DC Metro area with ability to travel as needed

Pay: $70.00 - $80.00 per hour
