Position Overview:
Payroll Practitioner I is an entry-level classification responsible for performing routine payroll and record-keeping function sin support of accurate and timely payroll processing. Incumbents perform standardized tasks involving data entry, time and attendance review, payroll record maintenance, and employee support while working under close supervision. This classification is intended to provide foundational payroll experience and training in payroll systems, policies, and regulations.
What You Will Do:
The successful candidate will be willing and able to:
- Establishes, maintains, and updates employee payroll and personnel records.
- Enters employee information, timesheet data, new hires, direct deposit information, and payroll changes in to the payroll system.
- Reviews and audits timekeeping records for accuracy and compliance with established policies and procedures.
- Processes and maintains time and attendance records and other payroll documentation.
- Assists with payroll check reconciliation in accordance with established procedures.
- Assists with benefits reconciliation to ensure accurate payroll deductions.
- Prepares final paychecks and manual checks, including retroactive pay and adjustment checks, following established guidelines.
- Responds to basic employee inquiries regarding pay, deductions, and benefits via phone or email.
- Assists in identifying and resolving routine payroll discrepancies.
- Performs related administrative and clerical duties as assigned.
Requirements
- High School Diploma or Equivalent.
- Some college coursework in accounting or progress toward an accounting certificate or associate degree.
- Prior office or clerical experience.
- Fundamental Payroll Certificate (FPC).
- Knowledge of basic payroll principles and practices.
- Knowledge of time and attendance processes.
- Knowledge of basic accounting and mathematical concepts.
- Knowledge of payroll systems and data entry procedures.
- Ability to maintain a high level of attention to detail and accuracy.
- Ability to maintain confidentiality of payroll and personnel information.
Additional Requirements:
- Must have a current and valid California driver’s license and the ability to provide proof of personal auto insurance on the vehicle driven during working hours.

Physical Requirements and Work Environment:
The work environment is characteristic of normal office conditions. The physical demands described here are representative of those that must be met by an employee successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use hands to handle or lift. The employee is occasionally required to stand; walk; and reach with hands and arms. The employee must occasionally life and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus. The employee must also process hearing and speech to communicate in person and over the phone. The noise level in the work environment is usually quiet.
The employee may be required to run agency related errands and attend off-site meetings; the employee must be able to operate, maneuver and/or control a motor vehicle. In performing the driving responsibilities, the driver may sit for long periods. This requires intense concentration, particularly in poor driving conditions.
