Program Manager / Qualified Professional (QP) Job Summary
The Program Manager / Qualified Professional (QP) is responsible for overseeing daily operations and ensuring the delivery of high-quality care in a therapeutic group home setting for youth and adolescents with mental health needs. This role involves supervising staff, managing Person-Centered Plans (PCPs), interacting with families, coordinating healthcare providers and schools, and maintaining compliance with state regulations and agency policies.
Key Responsibilities
- Manage and coordinate all operations of the home.
- Develop and monitor Person-Centered Plans for residents.
- Establish and implement clinical supervision plans for Direct Care Staff and provide oversight, guidance, and direction to ensure quality delivery of care.
- Provide leadership and supervision to direct care staff.
- Ensure a safe, structured, and supportive environment for residents.
- Coordinate resident care, including medical appointments and therapeutic interventions.
- Maintain compliance with licensing standards and documentation requirements.
Qualifications
- Minimum 2 years of experience working with youth with mental health and/or intellectual or developmental disabilities.
- Proven experience in operations management in a group home, day program, or other person-centered services setting.
- Prior Qualified Professional (QP) experience in an IDD or Mental Health facility or group home is required.
- Strong group home management or house manager skills with a track record of successful performance.
- Strong communication skills and ability to collaborate with diverse groups of people.
- Must successfully pass a Criminal Background Check (fingerprints required for individuals who have resided in North Carolina less than 5 years).
- Minimum of a Bachelor's degree in a human services field; advanced degree preferred.
Duties
- Provide direct support to youth in home and community environments when necessary.
- Supervise Direct Support Professional (DSP) staff and maintain staff scheduling.
- Collaborate with families and professionals to develop Person-Centered Plans.
- Participate in treatment team meetings.
- Review all progress notes for accuracy and compliance and complete a monthly summary note for each resident.
- Manage the home’s operational needs including groceries, maintenance, and supplies.
- Ensure medication administration is completed properly and documented according to required protocols.
- Oversee meal planning and preparation while promoting healthy eating habits.
- Implement behavior management strategies that promote positive development.
- Maintain clean, safe, and organized environments.
- Facilitate recreational and educational activities that support social skills and personal growth.
- Monitor youth well-being and report concerns appropriately.
- Rotate on-call responsibilities and work direct care shifts as a working supervisor when necessary.
Additional Responsibilities
- Complete intakes, admissions, and discharge planning.
- Develop and update Person-Centered Plans (PCPs).
- Evaluate goal progress and complete required monthly documentation.
- Participate in treatment team meetings with families, guardians, and service providers.
- Ensure compliance with North Carolina DHSR regulations and LME/MCO requirements.
- Prepare for and participate in DHSR surveys, inspections, and program reviews.
- Report incidents according to state guidelines.
- Provide required clinical supervision and staff training.
- Support community outreach and program development.
Minimum Qualifications
- Must be at least 21 years of age.
- Must meet North Carolina Qualified Professional (QP) requirements:
- Master’s degree in a related human services field plus 1 year of post‑graduate experience, OR
- Bachelor’s degree in a related human services field plus 2 years of post‑graduate experience, OR
- Bachelor’s degree in a non-related field plus 4 years of post‑graduate experience.
- Minimum of 2 years experience in mental health or developmental disabilities services.
- Prior supervisory or administrative experience required.
- Strong documentation, organization, and communication skills.
- Working knowledge of DHSR regulations and group home operations.
Work Schedule
Job Type: Contract
Starting Pay: $18.00 per hour
Expected Hours: Minimum 25 hours per week
