ICAM Subject Matter Expert
Responsibilities and Duties:
- Test Development: Design and update Functional Requirements and Test Cases (FRTCs) for PACS and new authenticators, including PIV-Derived Credentials and PKI-based tools.
- Testing Execution: Conduct various testing types such as technical conformance, functional, interoperability, and security testing to validate system compliance.
- Tool Development: Create and manage lifecycle of testing tools like Card Conformance Tool (CCT) and Certificate Profile Conformance Tool (CPCT), contributing to open-source projects under GSA guidelines.
- Process Evaluation: Assess and improve evaluation processes, ensuring alignment with FIPS 201 standards.
- Documentation: Develop and maintain program documents, including FAQs, CONOPs, and contribute to government websites.
- Stakeholder Collaboration: Work with federal agencies and vendors to address testing needs and provide technical support.
- Knowledge of federal smart card evaluation.
Skills/Experience/Certifications:
- Minimum of 12 years' experience in ICAM or related fields (e.g., cybersecurity, IT compliance).
- Education: Bachelor’s degree in Computer Science, Information Systems, or related field; master’s preferred.
- In-depth knowledge of FIPS 201, HSPD-12, and relevant NIST publications.
- Expertise in test design and execution for government systems.
- Proficiency with testing tools such as CCT, CPCT, and SP 800-85B.
- Understanding of PIV credential security and PKI infrastructure.
- Experience with federal IT acquisition processes (e.g., GSA schedules).
- Excellent communication skills for stakeholder engagement.
