Position Overview

Key Responsibilities
Maintenance Operations
- Oversee routine assessments, preventive and emergency maintenance to ensure safe, habitable units, common areas and grounds.
- Manage work-order systems, prioritize tasks, and track knowledge performance indicators (KPIs) like response time and NSPIRE scores.
- Coordinate with contractors for specialized repairs and capital projects.
- Develop annual maintenance budgets and manage inventory.
- Train all new Maintenance Staff at each property
- Design and facilitate training aligned with HUD guidelines and OSHA safety standards.
- Maintain training records and ensure compliance with regulatory requirements.
- Conduct skills assessments and create development plans for maintenance staff.
- HUD Compliance
- Ensure adherence to subsidized elderly housing regulations - HUD (Section 202, REAC, PRAC), Tax credit, LITHC, etc.
- Prepare for inspections and implement corrective actions.
- Integrate subsidized elderly housing regulation updates into maintenance and training practices.
- Performance Management (in collaboration with HR)
- Partner with HR to establish clear performance expectations and competency frameworks for maintenance staff.
- Conduct regular performance evaluations, provide feedback, and implement improvement plans.
- Identify high-potential employees for potential advancement opportunities and coordinate succession planning.
- Collaborate on employee relations issues, disciplinary actions, and retention strategies.
- Align training programs with performance gaps and organizational goals.
Requirements
- Bachelor’s degree in Engineering, Facilities Management, or related field (or equivalent experience).
- 5 years in maintenance management, ideally in affordable or elderly housing.
- Strong knowledge of HUD regulations and NSPIRE requirements.
- Experience in training and performance management.
- Proficiency with Computerized Maintenance Management System (CMMS) and maintenance budgeting tools.
- Excellent leadership and communication skills.
- COS certification
- Supervisory Maintenance Training
- Certified Manager of Maintenance (CMM)
- OSHA 501 Train the Trainer Certification or similar credentials.
