General Purpose
Under administrative direction, plan, coordinate, monitor, and supervise Citywide programs and projects with an international nexus, and administrative activities in alignment with the City’s Strategic Plan.
Typical Duties
Represent the City of El Paso in international settings, meetings, task force committee meetings, and related activities. Involves: Projecting a positive and supportive image for the City of El Paso. Develop and propose binational and international initiatives aimed at addressing regional issues. Serve as a point of contact for inquiries and communications from the government of Ciudad Juarez, Mexico, and other binational organizations.
Lead the development and annual update of the City’s International Policy Agenda. Involves: Negotiating and formalizing international MOUs and partnerships aligned with City priorities. Perform complex forecasting and cost/benefit analysis on international initiatives and activities. Participate in task forces associated with international, legislative, and regulatory agendas, local, state, and federal laws, and international issues that may impact the City. Build relationships with interested related groups and the public. Represent the organization by attending various meetings and conferences and interacting with a wide-range of officials, department directors, staff, and the public.
Serve as the subject matter expert on the City’s international programs and international trade activities. Involves: Prepare correspondence and interact with staff of international agencies and elected officials to represent the City’s positions regarding a variety of needs, including funding and policy needs. Brief senior management, the Mayor and City Council, and other elected officials on complex policy issues. Present recommendations on policies. Solicit input from community partners and develop strategies to engage community partners. Interpret federal, state, regional, and international statutes, ordinances, rules, and regulations. Support the funding and development of binational infrastructure, including international ports of entry, commercial transportation infrastructure, and Foreign Trade Zones (FTZ) administered by the City of El Paso. Develop and report on cost savings and efficiencies generated from international partnerships. Conduct research to identify federal, state, and international legislation or regulatory proposals that will accelerate or harm the City’s strategic mission, operations, and initiatives. Develop considerable knowledge in City target industries with an international nexus. Establish and maintain working relationships with private-sector officials.?Develop and implement strategies to promote international relations.?Perform other related duties as assigned.
Supervise assigned personnel. Involves: Supervise directly and through subordinate supervisors assigned staff. Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, and other employee status changes.
