General Purpose
Under general direction, lead the strategy, implementation, and maintenance of industrial electrical systems, ensuring compliance with regulatory standards, and support operational continuity through effective planning and risk mitigation.
Typical Duties
Administrative and strategic management of El Paso Water’s power distribution systems. Involves: Ensure electrical distribution infrastructure can support the Utility’s mission and service commitments. Manage and participate in the development and maintenance of policies, procedures, and training programs. Provide strategic oversight and ensure compliance in the installation, maintenance, and troubleshooting of electrical systems and components, aligning operational practices with applicable codes, safety standards, and organizational objectives.
Work across all departments within the Utility to integrate solutions and achieve broader organizational goals. Develop key performance indicators to ensure department and electrical systems performance. Conduct strategic planning and implementation to meet the Utility's current needs and future growth. Handle electrical permits, inspections, and certifications. Maintain up-to-date documentation on electrical schematics, panel schedules, and equipment logs. Ensure that electricians and apprentices maintain required licenses and certifications. Prepare and oversee Request for Proposals (RFP), contracts, and documentation for electrical systems and projects. Lead electrical safety programs. Ensure departmental compliance with codes and safety regulations. Adhere to safety protocols and enforce production safety and quality by supporting leadership in determining solutions for process issues and inefficiencies. Improve electrical systems' reliability and extend equipment's serviceable life, and reduce electrical hazards. Identify, address, issues or non-compliant work. Develop, coordinate, and implement applicable technical and safety training.
Manage, plan, and oversee the installation, fabrication, maintenance, and testing of industrial electrical, pneumatic, and telecommunications systems and equipment. Involves: Develop proactive maintenance schedules to reduce equipment failure. Design and oversee upgrades or expansions of power distribution systems. Develop and prepare electrical plans, schematic diagrams, and document modifications to upgrade electrical equipment and facilities. Perform analysis of wiring diagrams, drawings, and circuits. Oversee the planning, approval, and implementation of upgrades to electrical production equipment and systems to ensure operational efficiency, regulatory compliance, and alignment with long-term utility goals. Provide training and guidance to staff on interpreting and applying electrical codes, technical drawings, diagrams, flow charts, and project documentation to ensure accurate execution and compliance in all electrical work. Direct coordination of electrical and location of underground lines and other service needs with subordinates, contractors, vendors, and others. Monitor and inspect the work performed by subordinates and contractors to ensure compliance with the electrical code and city ordinances. Plan for energy efficiency improvements and future scalability. Recommend and integrate renewable or backup power systems if applicable. Recommend operational changes to preserve and enhance efficiency and effectiveness.
Plan, organize, manage, and direct industrial electrician project development. Involves: Conduct risk assessments for new projects. Oversee the project management efforts, lead cross-functional project teams, and define project objectives and deliverables. Collaborate with external vendors and contractors to achieve project goals. Submit proposals, budget, scope, and schedule of industrial electrician projects. Develop operating budgets and manage capital expenses. Create long and short-term plans, including setting targets for milestones and adhering to deadlines. Communicate with executives to keep the project aligned with their goals. Make effective decisions when presented with multiple options for how to progress with the project. Perform quality control on the project throughout development to maintain the standard expected.
Supervise assigned employees. Involves: Assign, schedule, guide, and monitor work. Enforce policies, processes. Promote upper management decisions and directions and ensure adherence by subordinates. Appraise employee performance and review appraisals. Arrange for and provide staff training and development. Counsel, motivate, and maintain harmonious working relationships among subordinates. Recommend staffing, discipline and employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
