General Purpose
Under direction, plan, supervise, and oversee airport facilities and airfield maintenance systems including runways, jet bridges, roadways, buildings, landscaping, irrigation, electrical, janitorial, and electronic operations.
Typical Duties
Plan, organize, develop and provide direction of airport and airfield maintenance operations and systems. Involves: Direct and provide guidance to subordinate supervisors and contract personnel in airport maintenance operations including runways, taxiways, public and non-public roadways, buildings, landscaping, irrigation, electrical, electronic, and storm drainage systems. Develop and oversee preventative maintenance programs and contractual improvements. Coordinate response of assigned personnel to weather, aircraft, or other emergencies.
Develop and implement facilities maintenance systems and programs. Involves: Identify and specify facilities maintenance requirements or modifications to current facilities. Develop and implement standardized maintenance and preventative maintenance programs including HVAC, utility/power sources, and electrical systems. Responds to managing facility and system restoration due to weather, equipment malfunction, or damage. Monitors restoration activities to ensure the safety of employees and building assets. Provide annual reviews of airport facilities and properties including airfield structural conditions and identify immediate and future repairs and/or improvements needed.
Oversee airport janitorial staff and procedures. Involves: Specify janitorial maintenance requirements for all current facilities. Develop and implement preventative maintenance programs to include cleaning and sanitizing all public areas of the terminal and other airport facilities. Identify and oversee the maintenance of proper janitorial equipment.
Monitor and assist with safety regulatory measures and compliance issues. Involves: Inspect runways, ramps, taxiways, and airport perimeter to ensure compliance with safety and security requirements set forth by Federal Aviation Administration (FAA) regulations and related environmental or safety regulations. Notify operations management of unsafe conditions that warrant runway closure. Interact with supervisors and employees in order to identify and correct unsafe conditions and promote the observation of safe work practices.
Review and evaluate service delivery methods and processes. Involves: Identify opportunities for improvement and recommend improvement to maintenance systems and work methods to improve efficiency. Establish work priorities, assign work, monitor work progress, develop and monitor operating and capital improvement budgets, approve purchases and expenditures and administer a computerized work order program. Obtain and review price quotes for the procurement of parts, services, and labor for projects. Ensure the availability of adequate tools and equipment to perform maintenance tasks and promote the observation of safe work practices at all times.
Supervise and coordinate the daily work of assigned personnel. Involves: Assign, schedule, and monitor work. Instruct staff and contract personnel on airport rules, regulations, and security and safety requirements. Appraise employee performance and review subordinate supervisors’ appraisals. Provide training and development. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Interview applicants. Recommend hiring, discipline, termination, merit pay, or other employee status changes subject to management approval. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
Perform related duties as required. Perform duties of immediate supervisor or maintenance personnel as necessary to ensure continuity of operations during absences. Advise supervisor in a timely manner of situations or issues that have or could lead to deviation from expected results, and recommend appropriate solutions or options. Read and interpret blueprints, prepare and review bid specifications, and inspect contract work for compliance with specifications. Maintain accurate records and prepare periodic internal or external reports. Responds to and provides assistance, as needed to emergency situations involving potential loss of life or property and direct post-incident recovery efforts. Represent the airport in meetings and interact with public officials, airline managers, tenants, regulatory agencies, other departments, and the public.
