Job Title: Nursing Subject Matter Expert (SME)

Employment Type: Full-time with Benefits

Work Location: Rockville, MD (Hybrid)

Place of Performance: Contractor Facility / periodic travel to Washington, DC and other Government-designated locations as required.

Work Authorization: Must be authorized to work in the United States.

Security Requirement: Candidates must possess or be eligible to obtain and maintain a Public Trust clearance throughout the period of performance. Candidates must comply with all U.S. Department of Labor (DOL) security, privacy, confidentiality, and organizational conflict of interest requirements.

 

Position Overview

The Nursing Subject Matter Expert (SME) provides professional nursing expertise, healthcare program evaluation, technical assistance, and quality improvement support to the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Job Corps (OJC) Health and Wellness Program. The Nursing SME collaborates with Government personnel, Regional Offices, Job Corps Centers, and multidisciplinary Health and Wellness Subject Matter Experts to evaluate healthcare delivery systems, improve nursing practices, and promote compliance with federal requirements and Job Corps healthcare standards.

This position serves as a nursing and healthcare operations expert supporting nationwide Job Corps Centers. The Nursing SME conducts healthcare assessments, reviews clinical documentation and medical records, evaluates nursing operations, provides recommendations for improvement, supports policy implementation, and assists with continuous quality improvement initiatives.

The ideal candidate possesses strong nursing leadership experience, expertise in adolescent and young adult healthcare, knowledge of healthcare quality and compliance practices, and experience providing consultation and technical assistance within large-scale healthcare, public health, or human services programs.

 

Essential Duties and Responsibilities

  • Serve as the nursing subject matter expert supporting the Office of Job Corps Health and Wellness Program.
  • Provide professional nursing consultation and expertise related to adolescent and young adult healthcare programs.
  • Participate in Regional Office Center Assessments (ROCAs), Regional Office Targeted Assessments (ROTAs), and other Government-directed healthcare program reviews.
  • Evaluate healthcare delivery operations, nursing practices, and health services processes to identify improvement opportunities.
  • Conduct quality assurance reviews and compliance assessments of nursing and healthcare programs.
  • Review medical records, clinical documentation, treatment records, and healthcare processes to assess quality, accuracy, and compliance.
  • Provide technical assistance and recommendations to Regional Offices, Job Corps Centers, and Health and Wellness staff.
  • Evaluate nursing program effectiveness and recommend corrective actions to improve healthcare quality and operational performance.
  • Review corrective action plans and provide guidance to strengthen healthcare program outcomes.
  • Assist with the development, revision, implementation, and interpretation of nursing policies, procedures, clinical guidance, and best practices.
  • Develop and deliver training sessions, webinars, presentations, and educational materials related to adolescent health, nursing practices, and healthcare quality improvement.
  • Collaborate with Medical, Mental Health, TEAP, and other Health and Wellness Subject Matter Experts to support integrated healthcare initiatives.
  • Support Continuous Quality Improvement (CQI) activities through trend analysis, program evaluations, performance monitoring, and improvement recommendations.
  • Prepare assessment reports, technical assistance summaries, recommendations, and other contract deliverables.
  • Maintain confidentiality of Protected Health Information (PHI) and ensure compliance with applicable federal privacy, security, and ethical requirements.
  • Perform other related duties as assigned.

 

Required Qualifications

  • Bachelor of Science in Nursing (BSN) degree from an accredited institution.
  • Current unrestricted Registered Nurse (RN) license.
  • Minimum of five (5) years of experience monitoring, evaluating, or improving healthcare delivery operations.
  • Demonstrated experience conducting healthcare program evaluations, quality assurance reviews, compliance assessments, and medical record reviews.
  • Experience evaluating clinical documentation, healthcare processes, and nursing operations.
  • Experience providing healthcare consultation, technical assistance, and professional guidance to healthcare teams.
  • Knowledge of adolescent and young adult health and wellness programs.
  • Strong understanding of healthcare quality improvement methodologies, compliance standards, and clinical best practices.
  • Experience preparing technical reports, assessment summaries, recommendations, and professional documentation.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Microsoft Teams.
  • Excellent written, verbal, analytical, organizational, and communication skills.
  • Strong time management skills with the ability to manage multiple assignments and meet contractual deadlines.
  • Demonstrated clinical judgment, problem-solving ability, and crisis intervention skills.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • Ability to travel periodically in support of Government meetings, assessments, conferences, and technical assistance activities.
  • Ability to obtain and maintain a Public Trust clearance.

 

Preferred Qualifications

  • Experience supporting the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Job Corps, or other federal civilian agencies.
  • Experience supporting nationwide healthcare, public health, workforce development, or human services programs.
  • Experience conducting healthcare compliance reviews, accreditation assessments, or quality improvement initiatives.
  • Certified Professional in Healthcare Quality (CPHQ).
  • Certified Case Manager (CCM).
  • Nursing leadership, healthcare quality improvement, or related professional certifications.
  • Current Basic Life Support (BLS) or Advanced Cardiovascular Life Support (ACLS) certification.
  • Active Public Trust determination or equivalent federal government suitability clearance.

Physical Requirements

  • Ability to work remotely using Government-approved collaboration and communication technologies.
  • Ability to participate in virtual meetings, teleconferences, webinars, and training sessions for extended periods.
  • Ability to travel periodically to Government-designated locations for Regional Office Center Assessments (ROCAs), Regional Office Targeted Assessments (ROTAs), meetings, conferences, and technical assistance visits.
  • Ability to operate standard office equipment, including computers, telephones, and video conferencing systems.
  • Ability to remain in a stationary position for extended periods while reviewing medical records, preparing reports, and performing administrative responsibilities.
  • Ability to communicate effectively with Government officials, healthcare professionals, Job Corps staff, and multidisciplinary stakeholders through written, verbal, and virtual communication methods.

 

Salary : $95,000 - $120,000
