Job Title: Facilitator – Federal Program Support

Employment Type: Full-Time with Benefits
Customer Agency: U.S. Department of Agriculture (USDA), Forest Service – National Forest System (NFS), Washington Office
Employment Status: Contingent Upon Contract Award
Work Location: Rockville, MD
Place of Performance: Work performed at USDA and contractor facilities, including Alaska, Hawaii, and U.S. territories, as required by individual BPA Calls.
Work Authorization: Must be authorized to work in the United States.
Security Requirement: Candidates must successfully complete a federal background investigation and obtain a USDA PIV (HSPD-12) credential.


Position Overview

The Facilitator will support the U.S. Department of Agriculture (USDA) Forest Service, National Forest System (NFS), Washington Office, in providing program management, organizational development, business improvement, and process modernization support under the Program Management Support BPA.

This position supports the application of business improvement and business process reengineering principles to organizational development initiatives within the National Forest System. The Facilitator will assist project teams by facilitating meetings, stakeholder discussions, interviews, workshops, and knowledge transfer activities while helping Government personnel improve organizational performance and operational effectiveness.

The successful candidate will analyze organizational and operational data to identify trends, challenges, and improvement opportunities. The Facilitator will translate analytical findings into visual presentations that enable stakeholder understanding and informed decision-making while supporting change management, methodology development, performance measurement, and continuous process improvement initiatives.

 

Essential Duties and Responsibilities

  • Apply business improvement and process reengineering principles to support organizational development and modernization initiatives.
  • Support the transition of existing project teams and facilitate team activities to achieve project objectives.
  • Plan, coordinate, and facilitate meetings, workshops, interviews, and discussions with Government stakeholders.
  • Interpret organizational and operational data to identify problems, opportunities, trends, and areas for improvement.
  • Translate analytical findings into visual displays, dashboards, presentations, and reports that facilitate stakeholder understanding.
  • Assist in developing methodologies, frameworks, and approaches that improve organizational performance.
  • Support organizational change management and business process improvement activities.
  • Conduct activity modeling, workflow analysis, and business process documentation.
  • Assist with performance measurement, benchmarking, and identification of industry and organizational best practices.
  • Provide training, facilitation, interviewing, and knowledge transfer support to project teams and Government personnel.
  • Develop presentations, reports, briefing materials, and other project documentation.
  • Collaborate with Government staff, contractors, and project teams to support successful project execution.
  • Ensure project deliverables comply with Section 508 accessibility requirements.
  • Utilize Microsoft Office Suite, SharePoint, MS Project, and other Commercial Off-the-Shelf (COTS) tools to support project activities.
  • Perform additional facilitation and program support activities as assigned under individual BPA Calls.

 

Required Qualifications

  • Bachelor's degree in Natural Resources, Business, Management, Information Systems, or a related field.
  • Minimum four (4) years of professional experience supporting facilitation, management consulting, business improvement, organizational development, or related disciplines.
  • Experience applying business improvement methodologies and process reengineering techniques.
  • Experience supporting methodology development, organizational development, and change management initiatives.
  • Experience conducting activity modeling, workflow analysis, and business process documentation.
  • Experience with performance measurement, benchmarking, and identifying organizational best practices.
  • Experience facilitating meetings, discussions, workshops, interviews, or stakeholder engagement activities.
  • Strong analytical skills with the ability to interpret data and identify business improvement opportunities.
  • Ability to translate data into visual displays, presentations, dashboards, or reports that support decision-making.
  • Strong written, verbal, interpersonal, and facilitation skills.
  • Ability to work collaboratively with Government personnel, contractors, and multidisciplinary project teams.
  • Working knowledge of Section 508 accessibility requirements.
  • Proficiency with Microsoft Office applications, SharePoint, and Microsoft Project.

 

Preferred Qualifications

  • Experience supporting the U.S. Department of Agriculture (USDA), Forest Service, or other federal agencies.
  • Knowledge of natural resource management concepts and organizational operations.
  • Familiarity with USDA Forest Service programs, policies, and mission objectives.
  • Experience supporting organizational development and business process modernization initiatives.
  • Experience supporting federal consulting or program management engagements.
  • Experience creating visual reports, dashboards, or executive-level presentations to communicate analytical findings.
  • Familiarity with project management principles and federal program support environments.
  • Experience supporting knowledge transfer, stakeholder engagement, and organizational change initiatives.

 

Required Certifications

No specific certification is required by the solicitation.

Candidates with relevant certifications are preferred, including:

  • Certified Professional Facilitator (CPF)
  • Project Management Professional (PMP®)
  • Prosci Change Management Certification
  • Lean Six Sigma (Yellow Belt, Green Belt, or higher)
  • Certified Business Analysis Professional (CBAP)
  • Equivalent recognized facilitation, organizational development, or business improvement certification.

Salary : $80,000 - $90,000
