EEC Environmental is seeking a highly experienced Senior Manager of EH&S and Environmental Compliance to join our team in Orange, California to lead complex, multi-site client compliance programs. This role provides strategic oversight of environmental regulatory compliance, tank management programs, permitting, and risk mitigation initiatives across diverse industrial and commercial clients. This position also offers an opportunity for advancement to Principal, recognizing individuals who demonstrate strong leadership, client development, and organizational impact.

This position requires a senior-level professional who can operate as a trusted advisor to clients, interpret complex regulatory frameworks, and develop practical, risk-based solutions in dynamic environments. The successful candidate will lead compliance programs, guide clients through regulatory challenges, and ensure defensible, efficient, and compliant outcomes.

RESPONSIBILITIES:

  • Lead and oversee environmental compliance programs across multiple regulatory areas, including hazardous materials, hazardous waste, AST/UST, stormwater, wastewater, and air quality
  • Interpret and apply complex federal, state, and local environmental regulations, providing strategic guidance to clients on compliance requirements and risk exposure
  • Identify compliance risks and develop proactive, risk-based strategies to address regulatory gaps and ensure defensible outcomes
  • Serve as a trusted advisor to clients, navigating complex regulatory and contractual requirements, including unique or non-standard scenarios
  • Develop practical, results-oriented solutions that balance regulatory compliance with operational and business objectives
  • Provide technical leadership in evaluating regulatory applicability, exceptions, and alternative compliance approaches
  • Act as a primary point of contact for clients and regulatory agencies, supporting inspections, audits, and enforcement actions
  • Lead environmental compliance assessments, audits, and corrective action planning across client facilities
  • Manage multiple client programs and projects simultaneously, ensuring delivery of high-quality work within scope, schedule, and budget
  • Communicate program status, risks, budgets, and schedules effectively to clients, internal leadership, and stakeholders
  • Exercise sound professional judgment in dynamic environments with competing priorities, evolving direction, and incomplete information
  • Develop, implement, and enhance environmental compliance programs, SOPs, and management systems (ISO 14001 and ISO 45001)
  • Oversee hazardous materials and hazardous waste management programs, ensuring regulatory compliance and operational effectiveness
  • Lead and manage subcontractor engagement and subcontracted work for client programs, including scope definition, contract oversight, quality assurance, and coordination to ensure delivery of high-quality, compliant, and timely services
  • Provide client training, implementation support, and ongoing advisory services
  • Drive business development by identifying new opportunities, expanding existing client relationships, and supporting proposal development
  • Collaborate internally with engineering and environmental teams to cross-market services and deliver integrated solutions to clients
  • Mentor and provide technical guidance to junior staff, supporting team development and knowledge sharing

Technical Areas of Experience (Preferred)

Hazardous Waste and Materials

  • Development and implementation of hazardous materials and hazardous waste compliance programs
  • Preparation of contingency plans and management of hazardous material inventories
  • CERS reporting, regulatory coordination, and compliance audit support

AST and UST Compliance

  • Provide technical leadership for AST/UST compliance programs, including regulatory strategy, inspections, and program implementation
  • Oversee SPCC Plan development, implementation, and amendments in accordance with 40 CFR 112
  • Guide clients on tank system compliance, monitoring systems, and operational best practices
  • Ensure proper documentation, inspection programs, and regulatory alignment

Environmental Permitting & Regulatory Strategy:

  • Lead environmental permitting efforts, including air permits, UST permitting, wastewater discharge permits, and related local and regional program approvals
  • Develop permitting strategies aligned with client operations and regulatory requirements
  • Coordinate directly with regulatory agencies to support permitting, modifications, and compliance with permit conditions

Regulatory Interface & Agency Coordination:

  • Act as a primary liaison with regulatory agencies (i.e., CUPA, DTSC, State Water Boards, air districts, and local authorities)
  • Lead clients through inspections, audits, and enforcement actions
  • Provide defensible responses to regulatory inquiries and support resolution of compliance issues

Program Development & Implementation:

  • Develop and enhance environmental compliance programs, SOPs, and environmental/safety management systems in alignment with ISO 14001 and ISO 45001, respectively
  • Conduct and oversee environmental audits and compliance assessments
  • Establish compliance tracking systems, reporting tools, and program metrics

Business Development & Growth:

  • Identify new client opportunities and expand existing client relationships
  • Support proposal development and scope definition for compliance and environmental services
  • Contribute to strategic growth of EEC’s environmental compliance practice

Project & Team Leadership:

  • Oversee multiple projects, ensuring delivery on scope, schedule, and budget
  • Provide mentorship and technical guidance to junior staff
  • Support internal team development and knowledge sharing

REQUIREMENTS:

  • Bachelor’s degree or higher in Environmental Science, Engineering, or related discipline.
  • 15 years of experience in environmental compliance, regulatory consulting, or related fields
  • Certified Hazardous Materials (CHMM), Certified Safety Professional, and/or Certified Industrial Hygienist (CIH) strongly preferred
  • Deep knowledge of federal, state, and local environmental regulations and regulatory frameworks
  • Proven experience leading complex, multi-site compliance programs
  • Extensive experience interfacing with regulatory agencies and managing inspections, audits, and enforcement actions
  • Demonstrated ability to manage client relationships and deliver high-quality consulting services
