What are the responsibilities and job description for the Payroll Specialist position at EDUCATION SUPP CTR?

Primary Purpose

 

Ensure proper payment of all administrators, teacher, paraprofessionals, auxiliary, and part-time employees throughout the district in accordance with local, state, and federal requirements. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

 

Qualifications

 

Education/Certification/Licensure

High school diploma/GED
Notary Public certification or eligible for one

 

Special Knowledge/Skills

Effective communication and interpersonal skills
Strong computer skills and knowledge of or ability to learn PowerSchool eFinance PLUS, Excel, Word, and other software
Proficient organizational and file maintenance skills
Knowledge of general office practices and procedures
Competent math skills
Ability to maintain confidentiality, multi-task, and work with little supervision

 

Experience

Minimum of 3 years payroll experience
Payroll experience with an educational institution preferred.

 

Major Responsibilities and Duties

 

  1. Responsible for producing semi-monthly payroll in an accurate and timely manner by input of relative data, verification of accuracy and production of payroll checks.
  2. Interface with Human Resources and Business Services about salaries and calculate per pay period amounts for payment.
  3. Coordinate with Human Resources Department to set-up and maintain substitute employee records in Power School eFinance PLUS.
  4. Determine and pay according to substitute pay rate schedule, including long-term exceptions.
  5. Calculate overtime payments as necessary in compliance with the FLSA.
  6. Input and maintain attendance records for ESC employees.
  7. Coordinate with auxiliary departments and Human Resources for timely and accurate payment of terminated employees.
  8. Act as a liaison between district employees and various payroll vendors (credit unions, professional organizations, payroll deduction vendors, etc.) to maintain accurate employee deduction records.
  9. Communicate with governmental agencies and maintain deduction and payment records for child support, student loans, IRS levies and bankruptcies.
  10. Prepare manual checks and void checks as necessary, including stop payments and direct deposit reversals.
  11. Prepare various monthly reports.
  12. Prepare verification of employment on employees.
  13. Research payroll records on current and former employees.
  14. Assist and respond to employee concerns regarding payroll matters.
  15. Assist employees with necessary paperwork for retirement purposes to ensure retirement benefits are received at the time they are expected.
  16. Assist employees with necessary paperwork regarding name and address change procedures.
  17. Assist with all year-end procedures, including the generation of W-2s.
  18. Maintain files on W-4s and other time sensitive payroll data.

  26. Utilize time wisely for effective management of job responsibilities.
  27. Maintain punctuality in daily work times, appointments, and meetings.
  28. Meet task completion deadlines established by supervisor.
  29. Maintain friendly customer-service-driven interactions with all stakeholders, students, teachers, administrators, and co-workers.
  30. Work cooperatively with co-workers and supervisors to ensure that the goals of the school/department are met.
  31. Maintain a positive and professional tone in all communication (i.e. email, written, and verbal).
  32. Perform other duties and accept other responsibilities as assigned.
