Primary Purpose
To support the vision, mission, and strategic priorities of ESC Region 12. The E-Rate Specialist serves as a strategic technical advisor to ESC Region 12 clients, ensuring the maximization of federal funding through the expert navigation of FCC regulations and USAC program rules. The primary objective is to manage the full lifecycle of the E-Rate application process—from initial filing to final disbursement—while maintaining rigorous compliance, providing high-level data analysis, and delivering targeted training to empower school districts and libraries in their digital infrastructure goals.
Qualifications
Education/Certification
- High School Diploma
- Bachelor’s Degree preferred
Special Knowledge/Skills
- Proficiency in researching and interpreting complex federal policies and FCC regulations; able to translate intricate E-Rate rules into actionable insights for clients.
- Excellent written, verbal, and interpersonal skills, with a proven ability to deliver effective presentations and program updates to diverse groups.
- Advanced ability to use software tools (specifically spreadsheets) for data analysis, funding calculations, and word processing for comprehensive reporting.
- Highly organized self-starter capable of coordinating complex filing windows and managing program logistics through proactive problem-solving.
- Committed to fostering a positive workplace culture and driving continuous improvement through the implementation of Quality Management System (QMS) initiatives.

General Responsibilities
- Prepare and submit essential E-Rate applications (including Forms 470, 471, 486, and 472) while ensuring strict adherence to all federal E-Rate Program rules.
- Ensure the accuracy and integrity of all work performed on behalf of the client through rigorous scrutiny of data and documentation to minimize funding risks.
- Actively encourage and guide contracted clients to maintain full compliance with all FCC and USAC program regulations throughout the funding year.
- Effectively communicate and consult with clients to assist them in their daily E-Rate processes, serving as a primary point of contact for program inquiries.
- Design and provide targeted training to clients as necessary to build their internal capacity and understanding of E-Rate requirements.
- Perform detailed reviews of invoices for "Easy level" E-Rate consulting clients to ensure accurate reimbursement and disbursement of funds.
- Manage all project deadlines and application submission windows for consulting clients, ensuring all milestones are accurately recorded in the Client Management System (CMS).
- Organize and maintain client records to satisfy federal document retention requirements and support successful Program Integrity Assurance (PIA) reviews.
- Upload all required documentation to the E-Rate Works Document Manager, utilizing the E-Rate Audit Worksheet
