Job Description of the Instructional Coordinator for Exceptional Children

Elizabeth City-Pasquotank Public Schools 



Reports to: Director of Exceptional Children or Designee

 

Supervises:  None

 

Purpose: The EC Instructional Coordinator serves as an instructional leader for Elizabeth City Pasquotank County Public Schools. This position ensures the delivery of high-quality, legally compliant special education services that meet federal, state, and local requirements. The EC Instructional Coordinator works collaboratively with school and district leadership, special education teachers, related service providers, and families to support effective service delivery and continuous improvement.



Duties and Responsibilities: 

 

Program Oversight and Leadership 

  • Support the implementation of IDEA 
  • Collaborate with principals, EC teachers, and district-level administrators to ensure program integrity, compliance and student progress 
  • Lead initiatives aligned with the district’s strategic plan 
  • Work collaboratively with the EC Director to promote and ensure consistency and quality across all programs 
  • Work collaboratively with the District EC team, evaluators and providers
  • Monitor IEP development and implementation to ensure fidelity and legal compliance 
  • Assist with the coordination and response to state and federal audits and compliance reviews ? Support schools in addressing corrective action plans and improvement initiatives 
  • Serve as a conflict mediator/problem solver concerning program, placement, and behavior of students
  • Participate in contentious IEP Meetings to ensure compliance and procedures are followed

 

Staff Development and Support 

  • Provide coaching, technical assistance and professional development for  general education  

   staff, special education staff and administration on implementation of curriculum and research-based instructional strategies

  • Identify professional learning needs and collaborate with the EC Director and other professionals to develop responsive training programs to include but not limited to data collection, analysis, and data-driven decision-making practices 
  • Participate in district-level EC leadership as deemed necessary 
  • Facilitate regular communication and collaboration with in the EC Department 
  • Engage with parents and guardians to promote family-centered learning practices
  • Use student outcome data to support data-driven decision-making, resource allocation, and 

   program improvement

 

Knowledge and Skills: 

  • Experience as a special education teacher 
  • Extensive knowledge of strategies, methodologies, philosophies, and curriculum for students to include Standard Course of Study, Occupational Course of Study, Extended Content Standards 
  • Knowledge of laws, state and federal (rules and regulations) 
  • Strong ability to communicate orally and in writing 
  • Ability to advance instructional practices to increase student achievement 

 

Training and Experience: 

 

  • Master’s Degree in Special Education, or related field 
  • Minimum of five (5) years of successful teaching experience in special education 

 

Salary: Teacher State Salary Schedule plus local supplement; 12 months
