Position Overview:
The HR Specialist at E.C. Fennell, Inc. is responsible for executing core Human Resources functions, including onboarding, benefits administration, and payroll processing. This role serves as a key liaison between employees, HR, and external vendors to ensure a seamless employee experience from hire through ongoing employment.
The HR Specialist will manage day-to-day benefits operations, process bi-weekly payroll for approximately 150-200 employees, and support onboarding activities in coordination with HR leadership. This position also plays a critical role in maintaining data accuracy across HRIS systems, supporting audits, and contributing to overall HR operational efficiency.
This role consolidates responsibilities currently managed across benefits and payroll functions and requires strong attention to detail, confidentiality, and the ability to manage multiple priorities in a deadline-driven environment.
Essential Job Functions:
Process bi-weekly payroll and off-cycle payroll for approximately 150-200 employees with a high degree of accuracy and timeliness (current process cycle: ~1 day).
- Verify employee hours worked in VantagePoint and ensure accurate processing in ADP.
- Review timesheets, PTO, and expenses to ensure compliance with company policies.
- Apply all required withholdings, including taxes, benefits, garnishments, and retirement contributions.
- Resolve payroll discrepancies, employee inquiries, and system issues in a timely manner
- Maintain accurate payroll records, reports, and audit documentation
- Assist with W-2 processing and coordination with external partners
- Ensure compliance with applicable payroll regulations and reporting requirements
- Administer and manage employee benefit programs, including enrollments, qualifying life events, and terminations
- Serve as liaison between employees and benefits vendors (medical, dental, vision, life, disability, retirement)
- Reconcile benefits billing with payroll and carrier invoices.
- Support and execute annual open enrollment, including system setup, communications, and employee support.
- Creates and disseminates annual benefit election statement at the conclusion of open enrollment to ensure benefit election accuracy,
- Assist with 401(k) administration, including enrollments, audits, and employee inquiries
- Ensure compliance with applicable benefits regulations (ERISA, ACA, COBRA, HIPAA)
- Assist with workers’ compensation reporting and audits
- Coordinate and execute onboarding processes, including HRIS entry (ADP, VantagePoint), background checks, and new hire documentation
- Support new hire orientation and onboarding experience
- Maintain employee records and ensure data integrity across systems, and adhere to retention schedules
- Assist with HR reporting (headcount, benefits, payroll, and compliance metrics)
- Partner with HR leadership to look for ways to enhance employees’ HR experience through process improvements, system efficiencies, and enhancements to benefit offerings
- Provide cross-functional HR support, including employee communications and special projects.
- Support and execute special projects, including partnering with the recruitment team on career fairs and collaborating with the Safety Manager to conduct OSHA audits and implement compliance updates.
- Perform other duties assigned to support Human Resources operations.
Position Requirements:
- Bachelor’s degree in Human Resources, Business Administration, Accounting, or related field experience.
- A minimum of 2-4 years of demonstrated work experience in payroll or benefits administration.
- Experience processing payroll and working with HRIS systems (ADP, VantagePoint strongly preferred)
- Experience with benefits administration and employee onboarding processes.
- Strong organizational and time management skills

- A comprehensive understanding of human resources and labor laws and regulations.
