POSITION SUMMARY
The Social Worker - Youth Services Intake and Ongoing provides comprehensive social work services to youth and families from initial referral through ongoing case management. This position may be assigned to primarily focus on either intake functions or ongoing case management based on the current and evolving needs of the unit.

This position is responsible for conducting intake screening and assessment of referrals, determining appropriate case disposition, and providing ongoing supervision and case management to youth involved with the juvenile justice system. This role supports youth and families in addressing risks and needs, meeting court-ordered conditions, and achieving stability through coordinated services and community partnerships.
QUALIFICATIONS

  • Applies motivational interviewing and other evidence-based engagement strategies to assess strengths, risks, and needs; builds rapport with youth and families to support behavior change, accountability, and positive decision-making.
  • Conducts intake screening, assessment, and investigation of referrals within required timeframes; gathers information through interviews, home visits, and collateral contacts; determines appropriate recommendations including informal supervision, referral to court, or case closure.
  • Provides ongoing case management and supervision to youth involved in the juvenile justice system; monitors compliance with court orders while supporting progress toward goals related to education, employment, mental health, substance use treatment, and overall stability.
  • Demonstrates a strong commitment to Eau Claire County's mission by prioritizing effective service delivery to youth and families while balancing accountability, rehabilitation, and public safety in accordance with Wisconsin Statutes, court policies, and program requirements.
  • Meets youth and families where they are at, utilizing respectful, relational, and culturally responsive approaches; conducts face-to-face contact, including home visits whenever possible, to build trust, assess needs, and support engagement.
  • Identifies the full range of youth and family needs and coordinates appropriate preventative, remedial, and rehabilitative services; promotes use of natural supports and community-based resources whenever possible.
  • Develops, implements, and monitors individualized case and service plans using best practices; conducts regular case reviews and adjusts plans based on progress, risk, and need.
  • Maintains accurate, timely, and legally compliant documentation, reports, and case records; ensures confidentiality and adherence to record-keeping requirements.
  • Provides effective and credible testimony in court; prepares thoroughly by reviewing case facts and coordinating with legal partners.
  • Provides Juvenile Court Intake on-call coverage during daytime and/or after-hours as required.
  • Works collaboratively across systems, including Behavioral Health, courts, schools, law enforcement, and community providers; coordinates and participates in multidisciplinary team meetings to ensure consistent communication and unified case planning.
  • Facilitates and supports a team-based approach with youth, families, and partners that emphasizes shared responsibility, clear expectations, and coordinated service delivery.
  • Maintains knowledge of available resources and supports; educates youth and families on service options, expectations, and responsibilities.
  • Develops professional knowledge and skills through ongoing training, conferences, and continuing education.
  • Performs other related duties as required or assigned

TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS

  • Bachelor's degree in social work, sociology, psychology, criminal justice, special education, or related field.
  • Appointment will be conditional upon successful completion of criminal and caregiver background checks.
  • Certified Social Worker or possess or ability to obtain a temporary certificate permitting the use of the title "social worker" with two (2) months of hire and become fully certified within the specified time limits of the temporary certificate and maintain certification thereafter during employment.
  • Must have valid driver's license, an acceptable driving record, and access to private transportation for work-related duties.
  • Must possess and maintain personal automobile insurance in the amount of $100,000/$300,000.

Paid Time Off (PTO): Accrual is based on years of service with the County, starting at 6.4 hours accruing each pay period (20.8 days per year), with the maximum accrual rate of 35.75 days per year.

Holidays: Eleven paid holidays: New Year's Day, Martin Luther King, Jr. Day, a Spring Holiday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the Day after Thanksgiving, Christmas Eve Day, Christmas Day and New Year's Eve Day.

Retirement: The County provides a retirement account in Wisconsin Retirement System (WRS). Employees pay one-half of the actuarially required contributions.
