POSITION SUMMARY
The Clinic Manager provides oversight of program development, regulatory compliance, financial performance, risk management, quality improvement, and workforce administration. This role ensures full compliance with State of Wisconsin Administrative Codes DHS 75 and DHS 35, maintains clinic certification and licensure standards, oversees third-party billing compliance, and establishes productivity and performance benchmarks aligned with organizational goals. The Clinic Manager is responsible for the strategic leadership, administrative oversight, and operational management of all clinic functions. This position plans, directs, coordinates, and evaluates the daily operations of the Outpatient Mental Health and Substance Use Disorder programs to ensure the delivery of high-quality, compliant, and fiscally responsible services.
The Clinic Manager collaborates with County Human Services leadership, community healthcare partners, and regulatory agencies to strengthen integrated behavioral health services and ensure sustainable, evidence-based service delivery.

QUALIFICATIONS
- Interprets and applies local, state, and federal healthcare laws and regulations governing certified Outpatient Mental Health and Substance Use Disorder Clinics, including DHS 75 and DHS 35.
- Develops, implements, and maintains agency-wide policies and procedures to ensure regulatory compliance, accreditation standards, and risk mitigation.
- Oversees internal audits, certification reviews, and regulatory inspections; ensures corrective action plans are implemented when necessary.
- Maintains clinic certification and ensures compliance with credentialing and licensure requirements for all clinical staff.
- Ensures compliance with HIPAA, confidentiality standards, documentation requirements, and third-party payer regulations.
- Directs clinic operations including program planning, service delivery systems, workflow optimization, and resource allocation.
- Develops and monitors program budgets; oversees revenue cycle management including third-party billing, Medicaid/Medicare compliance, and reimbursement processes.
- Establishes productivity benchmarks and financial performance indicators to ensure program sustainability.
- Implements data-driven decision-making practices using clinical and administrative performance metrics.
- Oversees information systems and electronic health records to ensure accurate documentation, reporting, and operational efficiency.
- Applies principles of healthcare leadership and supervision in hiring, retention, workforce planning, and staff development.
- Supervises clinical and administrative staff, including establishing work procedures, schedules, and performance expectations.
- Conducts performance evaluations; coaches, mentors, and implements corrective actions as needed.
- Approves leave, manages overtime, and ensures appropriate staffing coverage based on service demand.
- Identifies and facilitates professional development and training opportunities to maintain certification and improve service quality.
- Promotes interdisciplinary collaboration across human services departments.
- Demonstrates motivational leadership and accountability for program development of an outpatient behavior health clinic; actively develops and oversees quality assurance/quality improvement systems to improve effectiveness and compliance of services within the Outpatient Mental Health & Substance Abuse Clinic.
- Establishes and maintains information systems designed to meet the needs of a clinic-based operation.
- May perform back up supplemental services to clinic staff.
- Builds and sustains active working relationships with community health care networks.
- Performs other related duties as required or assigned.
TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS
- Master's degree in social work, professional counseling or marriage and family therapy.
- Two (2) years of experience in providing therapeutic services to persons with substance abuse and mental health problems.
- Two (2) years of experience in a management or leadership position in a clinic environment.
- Appointment will be conditional upon successful completion of a credit check, criminal and caregiver background checks.
- Licensed Clinical Social Worker (LCSW).
- Must have valid driver's license, an acceptable driving record, and access to private transportation for work-related duties.
- Must possess and maintain personal automobile insurance in the amount of $100,000/$300,000.

- Experience developing and operating a behavior health outpatient clinic.
- Experience and knowledge in third party billing activities.
