Title: CHIEF FINANCIAL OFFICER
Reports To: Superintendent, Board of Education
Supervises: Accounts Payable/Receivable; Payroll

SUMMARY: The hands-on Chief Financial Officer (CFO) reports to the Superintendent and designee and is an important member of the District Leadership Team. This position will create, provide and be accountable for the leadership, strategic direction, management, quality control, financial planning, management of financial risks, record-keeping and evaluation of all financial operations, programs, and activities.

Essential duties and responsibilities may include, but are not limited to, the following:
- Continually assess current and potential financial impacts to the District.
- Create projections and estimates of student counts for funding purposes.
- Review other financial and non-financial data for trends.
- Assure understanding of the Superintendent and Board of Education regarding the current and potential future implications of financial impacts using a transparent and open approach.
- Serve on the Strategic Planning Advisory Council
- Manage grants and reporting of grants
- Oversee and manage payroll
- Financial oversight of the business operations of the District, including accounts payable, purchasing, food service, capital improvements, insurance, inventory, data processing and procedures, debt management, and investing.
- Review of all financial information prior to board approval to assure financial implications and legal issues have been considered.
- Keep current on state and federal requirements relating to the financial environment that will/could impact East Grand School District.
- Assure compliance with state, federal, and local laws/regulations related to financial reporting, including, but not limited to: Quarterly financial reporting to the Board, State financial reporting requirements, Special request reports, Annual Financial Reports, Federal, state, and local grants.
- Provide leadership for the development, maintenance, enhancements and continual improvement to the District’s comprehensive financial data systems to assure efficient and accurate financial reporting.
- Provides updated financial information to the Superintendent, Board of Education, SPAC, District Accountability Committee, CPST, staff, and the community in a way that fosters trust, and transparency.
- Ability to efficiently and accurately prepare financial reports as is necessary to create a transparent and knowledge-based environment. Understanding of federal, state, and local grant reporting and expenditure requirements.
- Develop, administer, monitor, and coordinate the District budget, including:
- Leading budgetary meetings with the SPAC, including the preparation of applicable reports.
- Creating sound and efficient budget procedures for staff and administration.
- Creating all budget allocations for salaries/benefits and non-salary expenses by administrative unit.
- Training administration and staff on budget procedures and the use of budget software.
- Creating a budget calendar and communicating timelines to all stakeholders.
- Creating analyses relating to the budget document approved by the board.
- Assure the budget meets all federal and state requirements.
- Creating or providing leadership oversight for budgets, forecasts, and projections that impact the District financially, including:
- Enrollment budgets, projections, and forecasts by school and district-wide.
- Salaries and benefit/FTE budgets, projections, and forecasts.
- Reviewing non-salary budgets recommended by staff.
- Reviewing and recommending all budgets district-wide for Board approval.
- Continual communication to the Superintendent, Board, staff and other constituents about the budget and its changing status.
- Creating supplemental budgets during the school year.
- Creating budget vs. actual reports and analysis.
- Maintain a safe and secure work environment.
- Maintain current cash receiving policies that are communicated to the staff responsible for handling cash/checks.
- Create and maintain internal controls procedures to effectively safeguard the District’s assets.
- Create and implement a sound cash management policy, which balances maximizing return with safeguarding assets within state laws.
- Create and implement a sound fixed asset tracking system for theft sensitive items and fixed assets.
- Balance the cost of insurance with mitigating risk.
- Manage and participate in the annual audit process.
- File periodic reports as required by the state, Municipal Securities Rulemaking Board, etc.
- Manage all accounting services at the highest level of accuracy and timeliness consistent with accepted accounting practices and high employee satisfaction.
- Supports the relationship between East Grand School District and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and District staff; maintains confidentiality of work-related issues and District information; performs other duties as required or assigned.
- Maintains regular and reliable attendance.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Completion of appropriate courses of study in an accounting or business field is preferred.
- Individuals with experience in school finance and the Colorado Public School Finance Act is highly preferred.
Required Licenses or Certifications:
- Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.
- CPA preferred.
