Through leadership development, network building, and co-designed solutions, we equip residents with the tools to shape their own communities—unlocking collective power for long-term impact.East Bay Asian Local Development Corporation (EBALDC) is seeking (2) regular full time Assistant Property Managers in Oakland, CASites:Hismen Hin‐Nu Terrace San Pablo Hotel Summary:The Assistant Property Manager assists the Property Manager in ensuring the physical, fiscal and social soundness of a property, operating the property in accordance with appropriate lender, tax credit, US Department of Housing & Urban Development (HUD), state or local governmental entities requirements and EBALDC’s internal guidelines. The duties of the Assistant Property Manager is identical to the Property Manager and assumes the latter’s responsibilities in his/her absence or as directed by his/her Property Supervisor or Director of Associate Director/Property Management.Key Duties & ResponsibilitiesLeasing & OccupancyRespond to applicant inquiries and show vacant units.Maintain waiting lists, market units, and screen applicants per program guidelines.Verify income, assets, and eligibility; complete required certifications and documentation.Prepare leases, deposits, unit inspections, and move-in/move-out paperwork.Conduct orientations, address routine resident concerns, and support the eviction process as needed.Rent Collection & Resident AccountsCollect rents and deposits; issue receipts and enter transactions in Yardi.Follow up on late payments, issue annual rent increases, and serve notices when required.Arrange approved payment plans in coordination with the Property Manager/Supervisor.Property Maintenance & SafetySupport the overall upkeep, safety, and long-term maintenance of the property.Prioritize and process maintenance requests; coordinate vendor work and unit turnovers.Maintain preventive maintenance schedules and ensure building systems information is up to date.Conduct regular property, common area, and unit inspections; uphold cleanliness and pest-free standards.Administration & Resident SupportMaintain regular office hours and serve as a primary point of contact for residents.Enforce leases and house rules; provide on-call support as assigned.Assist residents in accessing community services and resources.Assist the Property Manager with budgets, bids, capital improvements, vendor oversight, and departmental initiatives.Reporting & RecordkeepingMaintain accurate financial and tenant records in Yardi.Support weekly and monthly reporting on occupancy, delinquency, incidents, and building operations.Assist with non-financial reporting for lenders and regulatory partners.Additional ResponsibilitiesSupport emergency response and building access for inspections and repairs.Participate in meetings, trainings, and cross-portfolio support as needed.Required Skills, Experience & AbilitiesHigh School Diploma/GED required.Two or more years of property management experience; tax credit or subsidized housing strongly preferred.Experience with income certifications (HUD, Section 8); knowledge of LIHTC regulations.Strong communication, customer service, problem-solving, and judgment skills.Ability to work with diverse populations and maintain positive, professional relationships.Proficiency in Microsoft Word and Excel; Yardi preferred.Bilingual (Chinese/Spanish) preferred.Ability to work independently, manage multiple priorities, and exercise discretion.Physical RequirementsAbility to sit ~40%, stand ~30%, and walk ~30% of the workday.Frequent bending, stooping, climbing stairs, lifting up to 15 lbs, and reaching at various heights.Occasional lifting up to 50 lbs, ladder use, twisting, kneeling, or pushing equipment.Must be able to access all areas of the property, including the roof, and communicate clearly in person and by phone.Salary Range:$45,000.00 to $50,000.00 annuallyBenefits and Other Information:EBALDC offers excellent benefit.
