Overview
Join our dynamic team as the Director of Medicaid Waiver Home and Community-Based Service Program, where you will lead the strategic development, implementation, and oversight of Medicaid Waiver-related services to local governments, communities, and organizations.

This is a senior supervisory position and performs administrative work responsible for the Medicaid Waiver Home and Community Based Service Program in the East Alabama Commission region.

The employee in this class is responsible for providing guidance and direction for all activities related to the implementation and operation of the Medicaid Waiver Home and Community Based Service Program. The employee formulates general program operating policy and sets criteria regarding the quality of program services. Employee is responsible for organizing the work schedules of subordinate Medicaid Waiver HCBS program personnel and seeing that all work is accomplished satisfactorily.

Work is reviewed through discussion and reports to the Executive Director.

EXAMPLES OF WORK PERFORMED

Administers all aspects of the East Alabama Commission Medicaid Waiver HCBS program, including all activities related to the implementation and operation of the program.

Directs Medicaid Waiver HCBS program staff members in obtaining project objectives.

Prepares required reports, budget estimates and any special reports necessary.

Performs related work as required to maintain the efficient operation of the Medicaid Waiver HCBS program.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Detailed knowledge of the principles of human resources program administration, including grant application preparation, budget preparation, program reports, and program evaluation.

Detailed knowledge of concepts of various delivery systems and programs to provide services to the elderly and disabled.

Detailed knowledge of pertinent federal and state programs for elderly and disabled persons.

Detailed knowledge of methods and techniques used in the planning process for development of an annual operating element and long-range program plan.

Thorough knowledge of current literature, recent developments, and sources of information in the field of gerontology.

Thorough knowledge of public administration, with emphasis on human service delivery administration and management.

Working knowledge of computer software related to the field.

Ability to plan, assign, supervise, and review the activities of Medicaid Waiver HCBS program staff in a manner conducive to high efficiency and morale.

Ability to present ideas and instructions clearly and concisely, both orally and in writing.

Ability to develop effective procedures for project development and monitoring.

Ability to establish and maintain effective working relationships with employees, local governments, local service delivery agencies, and the public.

Ability to guide and direct the professional development of the Medicaid Waiver HCBS program staff and to formulate and implement an effective training program for local service delivery personnel and volunteers.

Ability to drive an automobile, possession of a valid driver’s license, and meets the Commission criteria for authorization to drive Commission vehicles, based on guidance from the Commission’s motor vehicle insurance carrier.

DESIRABLE QUALIFICATIONS

Any combination of training and experience equivalent to: Master's degree from an accredited college or university in Social Work, Gerontology, Sociology, or closely related field, supplemented by training and experience in program administration.

A minimum of eight years of professional experience in the field of Gerontology, Social Work or Human Services, including at least three years of progressively responsible administrative and supervisory experience. Prefer experience in activities related to federal program administration.

Extensive experience managing senior programs, services to persons with disabilities, and healthcare services for elderly clients on a local, state or national level, and extensive knowledge of the Older Americans Act;

Demonstrated success in community development, planning, and assessment while fostering collaborations among partners within community-based organizations;

Knowledge and experience developing policies related to client-centered services and programs that serve vulnerable populations including but not limited to minorities, non-English speaking, veterans, residents of rural areas, and low income communities;

Knowledge of basic fiscal and programmatic principles and practices; and

Excellent communication skills, to include public speaking; ability to communicate effectively, both orally and in writing.

Reporting Supervisor: Executive Director

Classification: Exempt

Expected Hours of Work: Full-Time Position – May be required to work non-standard hours occasionally to complete job duties. Must be able to maintain a flexible work schedule.

Overnight travel may be required.
