Regulatory Compliance Manager — Environmental
Location: North Dakota, Bismarck
Regional Travel: North Dakota, South Dakota, Minnesota, and Montana
Position Summary
We are seeking a Regulatory Compliance Manager to lead and expand our environmental compliance services throughout the Upper Midwest. This leadership role is responsible for overseeing regulatory programs, advising clients, managing project teams, and ensuring compliance with federal, state, and local environmental regulations.
The ideal candidate has strong environmental permitting and compliance experience, established working relationships with regulatory agencies (NDDEQ, SD DANR, EPA), and the ability to translate complex regulatory requirements into practical operational strategies.
Key Responsibilities
Lead environmental regulatory compliance programs for clients across ND, SD, MN, and MT.
Prepare, review, and submit environmental permits and regulatory reports (stormwater, wastewater/NPDES-NDPDES, SPCC, RCRA hazardous waste, air permits, and EPCRA reporting).
Conduct site compliance audits, inspections, and assessments; develop corrective action plans.
Develop compliance strategies, sampling programs, monitoring schedules, and SOPs.
Serve as the primary liaison with regulatory agencies, representing clients during inspections and other communications.
Advise client leadership and internal teams on compliance requirements and risk mitigation.
Mentor junior staff and lead technical knowledge development.
Manage project schedules, budgets, proposals, and client relationships.
Monitor and interpret changing regulations; update compliance programs accordingly.
Qualifications
Bachelor’s degree in Environmental Engineering, Environmental Science, Geology, or related field.
6 years of environmental permitting and regulatory compliance experience; consulting background preferred.
Technical working knowledge of stormwater, wastewater, SPCC, hazardous waste, air permitting, and EPCRA requirements.
Experience with regulatory reporting platforms (NetDMR, RCRAInfo, TRI-MEweb, Tier II systems).
40-Hour HAZWOPER (or ability to obtain).
Professional credentials such as CHMM, CEP, CPESC, QISP, or PE preferred.
Strong written and verbal communication skills with regulatory and client interaction experience.
Valid driver’s license and ability to travel regionally up to 25%.
Compensation & Benefits
Salary Range: $90,000 – $135,000 , based on experience and client portfolio responsibility.
