Estimator – Municipal Wastewater, ASTs, Process Piping & Industrial Coatings
The Estimator will prepare detailed material, surface preparation, application and labor cost estimates for projects involving municipal wastewater treatment facilities, above-ground storage tanks (ASTs), process piping systems, and high-performance industrial coatings critical to asset longevity in corrosive environments.
This role requires expertise in quantity take-offs, material/labor pricing, risk assessment, and bid preparation across design phases across a wide range or end clients.
The ideal candidate has experience in multiple industrial coating applications, is a strong communicator and detailed oriented. Someone who thrives in a collaborative environment, leveraging specialized knowledge to support winning bids, and excels at operational communication
Role Overview
· Prepare detailed cost estimates for wastewater plants, ASTs, process piping, and high-performance industrial coatings
· Attend Mandatory Bid Meetings
· Leverage Bluebeam/Trimble, historical databases, vendor quotes, and value engineering for winning, profitable bids
· Lead coating system selection (DFT, immersion vs. atmospheric, life-cycle ROI)
· Sequence coatings in schedule (cure, weather, trade handoffs)
· Spec low-VOC/high-solids for LEED/EPA compliance
· Deliver field-ready QA packs (take-offs, checklists, DFT maps)
Core Project Types
· Municipal Wastewater: aeration, filtration, sludge, earthwork, chemical-resistant concrete coatings
· ASTs (API 650/653): fabrication, alteration, erection, NDT, cathodic protection
· Process Piping (ASME B31.3): modular skids, welding, supports, and piping
· Industrial Coatings (NACE/SSPC): epoxy, polyurethane, novolac, intumescent, zinc-rich;
· DFT take-offs, surface prep, QA/QC
Key Estimating Tasks
Leverage public subscriptions, relationships and inherent knowledge to find and filter projects to present to ownership for bid approval
· Review RFQs, P&IDs, isometrics, specs, coating PDS/MDS
· Perform quantity take-offs: piping, tanks, sq ft by zone (immersion/splash/atmospheric), mils per coat
· Work with coating manufactures to provide competitive pricing, alternative specs etc
· Price labor (spray/roll/brush), materials (gal/sq ft), blast media (material and disposal)
· Build historical metrics: blast rates (sq ft/hr), coverage, rework %, cure delays
Risk & Compliance
· Assess environmental, permitting, OSHA/EPA, TCEQ air permits, RCRA blast waste
· Ensure DBRA, prevailing wage, timeline alignment
Collaboration & Reporting
· Present to clients, PMs, execs in de-scope/turnover meetings
· Track variances, refine tools/processes, maintain estimate databases
· Review and operational communication of project specs
· Bond/Surety experience
· Thorough understanding of change order and pay application process/submittals
· Solicit vendors for estimates.
· Experience with Pay Applications
Qualifications
· 5 yrs estimating wastewater/AST/piping industrial coatings ($10M projects)
· B.S. Civil/Mechanical Eng or Construction Mgmt. (or equivalent experience.)
· Proficient: Trimble, Bluebeam, Excel, P&IDs, coating data sheets
· Standards: API 650/653, ASME B31.3, NPDES, SSPC/NACE, ASTM D3359
· Preferred Certs: NACE CIP L2/3, API 653, SSPC C-3, LEED, PE
· Travel: up to 20% (site visits, bid openings, vendor meetings etc)
Pay: $45,000.00 - $90,000.00 per year
