Client: Department of Corrections and Rehabilitation, State of Hawaii

Location: Honolulu, Hawaii (hybrid — remote and on-site at client premises, as applicable) - you MUST reside in Hawaii. 

Reports to: Harris's Project Executive

Work Schedule: Monday–Friday, 8:00 a.m.–4:00 p.m. Hawaii Standard Time, excluding State of Hawaii holidays, up to 40 hours/week

Position Summary

DP&R is seeking a Senior Project Manager to provide day-to-day project leadership in support of Harris's SYSCON ELITE Implementation Project with the Department of Corrections and Rehabilitation for the State of Hawaii. The Senior Project Manager will work under the overall direction and guidance of Harris's Project Executive throughout all phases of project delivery, driving execution, coordination, and governance across a multi-year implementation.

RESPONSIBILITIES

1. 
   Work closely with Syscon’s Project Executive throughout all phases of project delivery, providing day-to-day project leadership and execution across the responsibilities outlined below:

1. • Solution Alignment
   • Requirements definition
   • Data migration
   • Development cycles
   • Testing & Training (including UAT)
   • Go-Live and post Go-Live support
2. Own overall project planning, scheduling, scope management, risk management, and delivery governance.
3. Provide leadership, guidance, and direction to project teams to ensure successful execution, accountability, and collaboration.

   Support Syscon’s Project Executive in maintaining alignment with the client on project objectives, timelines, risks, and deliverables, while fostering strong day-to-day working relationships.

1. Partner closely with Business Analysts, QA, and Development teams to ensure requirements are well understood, planned, and delivered on.
2. Demonstrate strong experience and leadership in Data Migration planning and execution.

   Support and, where appropriate, facilitate and/or lead the following project activities in collaboration with Syscon’s Project Executive:

1. • Project kick-offs
   • Steering committee meetings
   • Stakeholder workshops
   • Regular status reporting
   • Ensuring progress, risks, dependencies, and decisions are clearly communicated.
2. Apply appropriate delivery methodologies (Waterfall, Agile, Scrum, Kanban, or hybrid) to drive consistent and predictable project execution.
3. Support issue triage and decision-making during:
   • User Acceptance Testing (UAT)
   • Go-Live readiness
   • Post Go-Live support
     Including prioritization, escalation, and coordination with internal teams.
4. Conduct post-phase retrospectives to evaluate project outcomes, capture lessons learned, and drive continuous improvement.
5. Demonstrate a high standard of attention to detail, analytical thinking, and ownership in problem-solving and decision-making.
6. Stay informed on industry trends, regulatory changes, and emerging technologies within the corrections sector to support strategic planning and solution direction.

REQUIREMENTS

• Bachelor’s degree in Business Administration, Computer Science, Information Systems, or a related field.
• Minimum 5 years of experience as a Project Manager in software implementation or delivery environments.
• Proven track record of successfully managing complex software projects from initiation to completion.
• Exceptional client-facing skills, including managing expectations, building trust, and maintaining clear communication.
• Strong technical understanding to support effective prioritization and informed decision-making.
• Excellent communication skills, including the ability to explain complex technical concepts to non-technical stakeholders.
• Comfortable presenting to executive and operational audiences.
• Experience working in Agile or hybrid delivery environments is highly desirable.
• Project management certifications (PMP, PRINCE2, Agile, Scrum Master, Product Owner, etc.) are considered strong assets.
• Business Analyst experience is considered an asset.
• Sales or pre-sales experience is considered an asset.
• If not a U.S citizen, a valid U.S. Visa is required.
