Position Overview

Under general supervision, this position is responsible for the direct supervision of work activities performed in the MSCA Utility Operations Facility by operators in the operation of Potable Water, Sewage Collection, Steam Boilers and Distribution, Recirculating Heat, Chilled Water, and Power Distribution operations. The specific work assignment may include duties or activities to support the organization in one or more of the following functional areas, in addition to other duties as assigned:

Functional:

 

• Plans, schedules, and directs the daily work activities of plant operations personnel to ensure compliance with organizational policies, procedures, operational plans, and standing orders.
• Communicates plant conditions and operational status to the Facility Manager, reporting any off-normal or emergency conditions promptly to both the Facility and Operations Managers.
• Implements immediate corrective actions to stop, control, or mitigate the abnormal operation of facility systems and components.
• Coordinates and oversees the daily operation of process, auxiliary, and utility support systems and equipment.
• Contributes to the development of standard operating procedures and training materials to support operational readiness reviews, testing, and long-term operation of the DUF6 conversion facility.
• Conducts regular facility walkdowns and tours of plant areas to verify that operations strictly adhere to approved organizational policies, compliance guidelines, and operational directives.
• Records and maintains detailed plant logs and documentation to provide verifiable, objective evidence of system status, operational changes, and performance metrics.
• Assumes direct control of plant systems to restore them to a safe, normal operational state during emergencies, and serves as the primary liaison to provide real-time updates to host or off-site emergency response personnel.
• Transfers overall facility command to the Facility Manager during emergency events to focus direct supervisory efforts on stabilizing plant systems and restoring normal operations.
• Coordinates interdepartmental activities among operations, maintenance, health physics, and other support groups during equipment outages or off-normal plant events.
• Administers personnel shift schedules, rotations, and daily duty assignments while periodically reviewing qualification status to ensure only certified staff operate plant systems.
• Performs the duties and responsibilities of the Facility Manager on an acting basis as designated.

Job Requirements

Minimum Requirements:

• High School Diploma or equivalent
• 4 years of related experience.
