Summary

This position is located in the DEA, Operations Division, Office of Training (OT), Academy Operations Section (OTA), General Support Unit (OTAG).

This position(s) primary purpose is to serve as a Management Analyst and primary Human Resources Liaison to the Office of Training staff, providing guidance and support on a wide range of HR functions. Advises managers and staff on personnel actions, benefits, performance management, staffing and employee programs.

As a Your Typical Work Assignments May Include

  • Tracks and monitors current staffing patterns, position allocations, and staffing trends based on the Table of Organization.
  • Researches, organizes and presents routine reviews of various spreadsheets and databases to assist with providing workable solutions and implementation of plans to meet established goals for the office.
  • Coordinates the EOD and DOD process with supervisors and management for new Federal employees, transfers and contracts employees reporting to OT.
  • Provides guidance to employees to ensure accuracy of service agreement period and total incentive payment and ensures documents are provided with required documents prior to submission for payment.
  • Prepares draft position descriptions to be developed and updated.

Applicants must meet the required qualification requirements described below by the closing date of the announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcripts with your application.

Applicants applying for the GS-09 must meet one of the following requirements:

  • Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-07 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following: 1) Collecting and organizing data for reports and spreadsheets; 2) Tracking deadlines and updates for projects and programs; 3) Answering basic questions about policies and procedures; 4) Monitoring and responding to administrative emails; 5) Scheduling interviews and supporting hiring logistics; and, 6) Tracking onboarding progress and ensuring documents are completed.

  • Education: Have a Master's or equivalent graduate degree -or- two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.

OR

  • Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Applicants applying for the GS-11 must meet one of the following requirements:

  • Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-09 grade level. Qualifying experience must demonstrate the following: 1) Preparing detailed reports, summaries and position documentation; 2) Recommending improvements to workflows, staffing and processes; 3) Handling complex personnel actions; 4) Assisting with the development of training materials; 5) Reviewing and submitting award packages and tracking funding; 6) Managing onboarding and separation processes; and, 7) Ensuring HR data accuracy across multiple systems.

  • Education: Have a Ph.D. or equivalent doctoral degree -or- three (3) full academic years of graduate level education leading to such a degree; or LL.M., if related.

OR

  • Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
