Civil Site Construction Estimator – Job Description

Overview

The Civil Site Construction Estimator is responsible for analyzing construction plans, specifications, and related documents to prepare accurate and competitive cost estimates for civil sitework projects. This role involves evaluating labor, material, equipment, and subcontractor requirements while ensuring compliance with project scope, schedule, and client expectations. The estimator works closely with project managers, engineers, and clients to develop winning bids and support successful project delivery.

Key Responsibilities

• Estimate Preparation

  • Review project drawings, specifications, and contracts to understand scope and requirements.

  • Prepare detailed cost estimates for site development, grading, excavation, utilities, paving, stormwater systems, and other civil works.

  • Identify and quantify materials, equipment, labor hours, and subcontractor services needed.

  • Develop pricing for unit rates, lump sum bids, and negotiated proposals.

• Bid Management

  • Solicit and evaluate subcontractor and supplier quotes.

  • Analyze and compare bid proposals to select cost-effective options.

  • Prepare and submit bid documents and proposals within required timelines.

  • Participate in pre-bid meetings, site visits, and client presentations.

• Project Support

  • Assist project managers with budget tracking and cost forecasting during execution.

  • Provide input for value engineering opportunities to optimize project costs.

  • Update cost databases and maintain historical records for benchmarking future bids.

• Collaboration

  • Coordinate with engineers, architects, and clients to clarify project scope and resolve discrepancies.

  • Communicate clearly with internal teams regarding estimate assumptions, risks, and opportunities.

Qualifications

• Education: Bachelor's degree in Civil Engineering, Construction Management, or related field (preferred).

• Experience: 3–7 years of estimating experience in civil/site construction (earthwork, utilities, roadways, infrastructure).

• Technical Skills:

  • Proficiency in estimating software (e.g., HCSS HeavyBid, Bluebeam, AutoCAD, or similar).

  • Strong knowledge of construction methods, materials, and scheduling.

  • Advanced skills in Microsoft Excel and project management tools.

• Other Skills:

  • Excellent analytical, mathematical, and organizational abilities.

  • Strong communication and negotiation skills.

  • Detail-oriented with the ability to meet tight deadlines.
