Position Summary:
The Procurement Project Manager¿facilitates¿key initiatives and projects across the Procurement Department. The position will be the lead coordinator working with IT, Procurement, Finance, all schools, and various other Central Office departments on the¿District¿s¿ongoing enhancements to¿purchasing¿through PeopleSoft. The Project Manager will also¿be responsible for¿the development, coordination of competitive solicitations as directed, contracts and negotiations, and other special projects as needed.¿
Minimum Qualifications:
- Must possess and provide evidence of a bachelor¿s degree (BS/BA)¿from an accredited institution
- Three to five years¿ experience in project management required
- PMP or equivalent/higher certification preferred
- Proficiency in the Microsoft Office Suite required
- Possess a minimum of one year of management experience in Procurement or Finance and a minimum of five (5) years of experience in finance or procurement for an organization with responsibilities including a wide range of contracting principles, regulatory requirements and policies, work process improvements, data analysis, and leadership of cross-functional teams.
Essential Functions:
1. Manages Contracting Processes¿
- Establishes, reviews, and revises District contracting and¿purchasing¿policies and¿procedures¿
- Drives KPI improvements, such as reducing time-to-contract relating to competitive¿solicitations¿
- Establishes best practices and training related to procurement methods,¿purchasing, customer service, and contract¿negotiations¿
- Oversees and¿participates¿in contract modifications, negotiation of changes and exercising of options,¿investigation¿and resolution of contract¿delays¿
- Coordinates the work across departments to ensure expiring contracts are updated as¿needed¿
- Coordinates required signatures on all contracts and¿approval¿
- Coordinates contracts and bid information provided to the¿board¿¿
2. Owns Informal and Competitive Solicitation Process¿
- Ensures contract and competitive solicitation compliance with contracting statutes, laws, rules, regulations, policies, and¿procedures.¿
- Conducts the competitive solicitation processes by ensuring the solicitations are posted without errors and that evaluations, awards, and contracts are completed¿in a timely manner¿after¿submission.¿
- Supports departments with obtaining quotes and working through issues that may arise¿regarding¿quantities, pricing, or¿shipping.¿
3. Executes general Project¿Management¿
- Assists¿in and oversees the development of procurement handbooks, training, and other instructional materials for internal and external¿constituents¿
- Manages in state and out of state travel¿requests¿
- Provides oversight of the Procurement Card process¿
- Completes other duties as assigned by¿supervisor¿
