Pay: $35.00 per hour — Paid Weekly

Schedule: Monday–Friday, 8:00 AM – 5:00 PM (Hybrid)

The HCV Accounting Supervisor oversees the day‑to‑day financial operations of the statewide Housing Choice Voucher (HCV) program, serving more than 11,000 families across 159 Georgia counties. This role ensures the accuracy, compliance, and timeliness of all HCV financial transactions, including HAP payments, subsidy drawdowns, HUD reporting, and program budget monitoring.
The Accounting Supervisor leads accounting staff, serves as the primary liaison for audits and HUD financial reviews, and maintains financial integrity across a complex, federally funded program. This position requires strong HCV‑specific financial knowledge, systems proficiency, and the ability to communicate financial information clearly to both finance and non‑finance audiences.
This role reports directly to the Director of Accounting.
Key Responsibilities
- Oversee and perform accounting functions including AP/AR, general ledger maintenance, journal entries, accruals, and monthly reconciliations.
- Prepare and review monthly, quarterly, and annual financial reports for internal leadership and HUD submission.
- Manage the portability process, including issuing HAP reimbursement billings, maintaining AR ledgers, monitoring aging receivables, and reconciling payments.
- Ensure all financial transactions comply with HUD regulations, GAAP, and agency policies.
- Serve as the primary point of contact for annual financial and compliance audits; prepare schedules, reconciliations, and supporting documentation.
- Review and analyze financial statements and periodic accounting reports.
- Monitor operating budgets for the HCV program.
- Prepare and submit the unaudited financial submission (UFS) to HUD before deadlines.
- Supervise, train, and evaluate accounting staff; assign and review work for accuracy and compliance.
- Communicate financial information clearly to non‑financial audiences including program staff, leadership, landlords, PHAs, and HUD contacts.
- Collaborate with program operations on Yardi system updates, reporting enhancements, and process improvements.
- Complete special projects and other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in public administration, business administration, accounting, finance, or related field OR Associate’s degree 2 years of fiscal analysis experience OR 4 years of fiscal analysis experience
- Demonstrated ability to lead, train, or supervise staff
- Working knowledge of HUD HCV regulations, HAP processing, and eLOCCS drawdowns
- Experience with VMS reporting and HUD financial compliance
- Proficiency in Microsoft Excel (pivot tables, VLOOKUPs, etc.)
- Strong analytical and reconciliation skills
- Ability to communicate financial data clearly to financial and non‑financial audiences
- Ability to manage multiple deadlines and maintain confidentiality
Preferred Qualifications
- HUD accounting experience
- Experience with Yardi Voyager (HCV financial modules)
- Experience in statewide or multi‑site housing programs
- Familiarity with HUD FDS reporting requirements
