JOB SUMMARY

This position performs managerial, professional and technical work in the areas of planning, directing, organizing and maintaining the financial, billing and customer services activities of the Authority. Work is performed under the general supervision of the Executive Director.


ESSENTIAL JOB FUNCTIONS

·           Plans, directs, coordinates, evaluates, and provides technical and supervisory management of finance, accounts receivable and payable, billing, and related programs.

·           Establishes priorities, plans, schedules, and assigns work for the department.

·           Monitors work and reviews and evaluates employee performance.

·           Prepares cash flow reports to determine short and long term cash requirements and investment opportunities.

·           Determines maximum investment strategies based on interest rates and cash flow forecasts.

·           Ensures that investments comply with board approved strategies for liquidity, preservation of capital, and collateral requirements.

·           Recommends to the Executive Director proposed revisions to and implementation of new rules and regulations, water and sewer system specifications, bylaws, and the Authority’s policies and procedures.

·           Manages all authority cash and investments accounts.

·           Manages fund accounts created by loans and bonds.

·           Makes recommendations to the Executive Director in formulating the Authority’s capital structure.

·           Develops, presents, reviews, and administers an annual capital improvement and operations budget for the Authority.

·           Attends professional/continuing education seminars and conferences and reads literature to keep up to date on procedures, issues, rules, etc.

·           Conducts and attends staff, departmental, and other meetings to ensure proper communication and coordination.

·           Responds to customer and professional inquiries.

·           Develops and formulates the Authority’s debt capacity.

·           Directs the development of the Authority’s Operating and Finance budgets through budgeting for current revenues, expenses and capital improvements; and developing a five year capital improvement plan and cash flow projection model.

·           Develops goals and sets priorities for the department.

·           Works with assigned staff in the development of strategies and cost/sensitivity analysis to enhance efficiencies and reduce expenditures

·           Performs other related duties as required/assigned.  


QUALIFICATIONS

Education and Experience:

Bachelor’s Degree in Accounting, Finance, or a related field and eight (8) years of managerial accounting experience, or an equivalent combination of education and experience.


Special Qualifications:

Certified Public Account (CPA) certification.


Knowledge, Skills and Abilities:

·        Knowledge of general laws and administrative policies governing municipal financial practices and procedures.

·        Knowledge of practices, methods, and laws relating to bond financing.

·        Knowledge of automated financial reporting.

·        Knowledge of current financial and governmental accounting standards and regulations.

·        Knowledge of management principals and supervisory practices.

·        Knowledge of money markets, debt securities market, and Internal Revenue Code on investments.

·        Knowledge of industry capital financing techniques and strategies.

·        Skill in using computer programs and software effectively.

·        Skill in analyzing and resolving accounting and bookkeeping problems of a complex nature.

·        Skill in supervising all aspects of the accounting functions.

·        Ability to plan, organize, and effectively communicate to subordinates, Board of Directors, and Executive Director.

·        Ability to coordinate multiple financial activities.

·        Ability to evaluate complex financial systems and efficiently formulate and install accounting method, procedures, forms, and records.

·        Ability to formulate long-range fiscal plans.

·        Ability to establish and maintain effective working relationship with employees and officials of the Authority.


PHYSICAL DEMANDS

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:


·        Fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

·        Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction; ability to receive detailed information through oral communication, and to make the discrimination in sound.

·        Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.

·        Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

·        Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night.


WORK ENVIRONMENT

Work is performed in an office environment. The noise level in the work environment is usually moderate.
