Please Note: The City reserves the right to adjust scheduled dates, times and locations as needed.

Dates and Times of the Assessment Center Exercises will be assigned to candidates individually. Please arrive 10 - 15 minutes prior to all scheduled testing times.

Written Examination (50% of overall score)

The Written Test Will Be Given Prior To The Assessment Center. The Written Test Will Have a Total Value Of 100 Points Possible With a Minimum Passing Score Of 70% Of Total Points Possible. Questions or concerns regarding the written exam will be accepted after completion of the examination. Appeals must be submitted in writing no later than 5:00pm on Friday, February 13, 2026. Candidates may review the examination between 8:00AM - 5:00PM on February 11, 12, & 12 in the Human Resources Department.

Assessment Center Exercises – (50% of the overall score)

Role

The Lieutenant Assessment Center is designed to examine candidate suitability for a front line supervisory role in the Springfield Fire Department. The Lieutenant Assessment Center will measure a set of dimensions, such as:

  • Judgment & Decision Making
  • Leadership
  • Problem Solving
  • Interpersonal Skills
  • Composure
  • Oral and Written Communication
  • Conflict Resolution
  • Planning & Organization

The Lieutenant Assessment Center will be comprised of four exercises which may include the following: Structured Oral Interview, Role Play, Written Problem Solving, Background Presentation, Emergency Situation, or In-Basket.

Once announced, candidates who know any of the external assessors must contact the Fire Human Resources Specialist to explain the nature of the relationship immediately. External Assessors are tentatively scheduled and may be changed as needed.

Questions or concerns regarding the assessment center will be accepted after completion of feedback sessions. Feedbacks will be scheduled following the assessment center completion. Per Section 2.04 of the Collective Bargaining Agreement candidates will have five (5) calendar days from the last day of feedbacks to submit written appeals over the assessment center. The eligibility list will be established after appeals have been addressed.

Length Of Service

Prior to the establishment of a promotional Eligible List, an employee with an overall passing score shall be awarded the following seniority points:

  • Zero points for less than five years' service with the City of Springfield;
  • One point for five or more years, but less than ten years' service with the City of Springfield;
  • Two points for ten or more years, but less than fifteen years' service with the City of Springfield;
  • Three points for fifteen or more years, but less than twenty years' service with the City of Springfield;
  • Four points for twenty or more years' service with the City of Springfield;

Final Score

All persons with a required passing score will be placed on the Eligibility List. In accordance with Merit Rule 7.2, the final score will be rounded to the nearest whole number.

Qualifications And Requirements

Experience, Education and Training

  • Must have at least five years of service with the Springfield Fire Department, of which one year has been in continuous service at the rank of Fire Equipment Operator, Rescue & Salvage Specialist or higher as of the announcement closing date.

Licensing/Certification

  • Must possess a valid driver's license.
  • If appointed to the position of Firefighter after January, 1998, must maintain Emergency Medical Technician certification throughout appointment as Fire Lieutenant.
  • Must obtain Fire Instructor I certification during the probationary period. Fire Instructor I certification must be maintained throughout appointment.
  • Must obtain certification to most current standard as Fire Officer I through the Missouri Division of Fire Safety within one year of appointment.
