The overall function of this position is to assist the Project Engineer in the activities of the Project Engineer’s office by leading a team of inspectors engaged in construction inspection, specializing in areas of responsibility in Portland Cement Concrete Pavement, Superpave Asphaltic Concrete Pavement, Structural Concrete operations, Sub-Surface Drainage Systems, and Embankment & Base Course testing and procedures. This position reports directly to the Construction Inspector Supervisor. The incumbent must be self-motivated and be able to perform all construction contract administration and related duties with minimal supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

Minimum Qualifications
Possession of a high school diploma or GED plus four years of experience in construction inspection or experience in the maintenance of public streets, roads, bridges, highways, or associated structures; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus four years of experience in construction inspection or experience in the maintenance of public streets, roads, bridges, highways, or associated structures; OR
Twenty-four semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR
A bachelor's degree in engineering, engineering technology, construction management, or construction technology; OR
Possession of an engineer intern certificate.

Job Duties and Other Information
LEADERSHIP AND INSPECTION OF CONSTRUCTION PROJECTS:
- Serves as a lead worker by organizing, training, and reviewing the work of lower-level construction inspectors.
- Conducts and oversees field inspections, surveying activities, and measurement documentation for roadway and bridge construction projects.
- Provides guidance and training in the inspection of Portland Cement Concrete Pavement, structural concrete, and Superpave Asphaltic Concrete Pavement.
- Implements and monitors materials sampling and density testing procedures throughout all phases of construction.
- Assigns and schedules inspection activities to ensure contractor compliance with DOTD standards, specifications, and project requirements.
- Reviews inspection reports, calculations, and documentation daily to ensure accuracy, precision, and completeness.
- Collaborates with contractors, subcontractors, utility companies, and local government representatives to facilitate project progress and minimize disruptions to the public.
- Reviews construction plans and specifications before and during projects to ensure work progresses in accordance with DOTD standards and project objectives.
- Resolves construction plan discrepancies and field condition issues encountered during project execution.
- Performs engineering calculations, data collection, and layout work for roadway, bridge, and utility relocation projects, including preparation of daily reports and quantity documentation.
- May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
