This position is in the Office of Financial Data and Technology, Office of Budget and Finance, Office of the Chief Financial Officer, Federal Highway Administration (FHWA), Department of Transportation (DOT) located in Washington, DC. The incumbent serves as the Director, Office of Financial Data and Technology reporting to the Deputy Chief Financial Officer. The individual oversees the Financial Systems and Data Teams in the office.

Qualifications:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience planning and conducting financial research and analysis used by senior officials/executives to help develop financial policies/strategies surrounding financial systems and financial data; AND
  • Experience developing recommendations for senior officials/executives regarding the various financial transactions and financial reporting to improve the way financial information is applied for decision making, organizational operations and the efficient use of federal funds.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Financial Systems - Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
  2. Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  3. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  4. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a Supervisory Financial Systems, you will:

  • Oversee the development, maintenance, and daily operations of FHWA's Fiscal Management Information System (FMIS), ensuring the system is compliant with federal requirements.
  • Assess key financial data and technology issues to determine which analytical products are required to address emerging technical and legislative developments, ensuring systems remain responsive to agency needs.
  • Conduct recurring and special analyses and reports for use by top DOT/FHWA policy makers and Congress to assist in implementing Federal-aid Highway grant programs.
  • Direct the work of subordinates by setting project goals, priorities, and work deadlines. Plan and make work assignments based on the difficultly of the task and the capability of employees while accounting for limited resources.
  • Provide advice and counsel to workers related to work and administrative matters supporting operation of information resource management processes, recommending improvements and changes to standardize business processes.

The ideal candidate for this position is a senior-level Finance professional who has demonstrated experience leading the implementation of Financial System solutions. Strong understanding and functional knowledge of Financial Systems. The candidate is detail oriented with excellent organization, prioritization, and time management skills. The candidate has expert knowledge of financial, budgetary, and accounting principles, theories, practices, etc., and how those translate into financial systems application. The candidate has knowledge of organizational and/or program practices sufficient to accomplish a variety of financial assignments while providing direction, program level policy and guidance related to financial management within a federal agency. The candidate will be skilled in performing complex duties in the areas of financial management analysis and data governance of federal financial systems. In addition, ideal candidates will possess strong interpersonal skills to build consensus with internal and external stakeholder.
