TRANSPORTATION DEVELOPMENT MANAGER

The purpose of the class is to supervise and coordinate the management of County transportation capital projects from inception through completion; and to perform other administrative, community service and supervisory work as required. This class works within broad policy and organizational guidelines, does independent planning and implementation and reports progress of major activities through periodic conferences and meetings.

ESSENTIAL JOB FUNCTIONS

•Manages Dorchester County’s Transportation Sales Tax Program, Dirt Road Paving Program, and Pavement Management Program.
•Plans, coordinates and supervises construction and capital projects as assigned by the Director of Public Works.
•Assists in the acquisition of rights of way, sites or other property to assure property is suitable for the planned construction.
•Plans, develops, establishes and evaluates short and long-term departmental goals that affect the Transportation Sales Tax Program, Dorchester County Transportation Committee (CTC) programs, LPA projects and future transportation programs.
•Manages Dorchester County’s Traffic Impact Analysis (TIA) Program 
•Manages and monitors assigned project budgets including the review of the initial project estimate, the allotted budget for design, right-of-way services, utility relocations, Construction Engineering and Inspection (CE&I) services, and construction and contract amendments.
•Coordinates the design process with local, state and federal agencies as well as other County departments, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies, special interest groups and other parties as necessary.
•Oversees and manages all construction phases of assigned projects, including approving contractor payment applications, ensuring all permits and rights-of-way have been obtained, coordinating with local utilities, developing change orders and contract amendments, resolving contractor disputes and problems, visiting construction sites to provide an engineering perspective to construction activity, and providing detailed project updates.
•Provides on-site construction supervision to ensure that projects are being constructed in accordance with plans, specifications, applicable codes, established schedules and contracts; coordinates accordingly with other County departments, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies, special interest groups and other parties as necessary.
•Develops project schedules and workloads; adjusts as necessary to ensure optimum productivity and to meet required deadlines.
•Coordinates the use of available equipment, materials, services and personnel to obtain maximum effectiveness and efficiency.
•Develops engineering department budgets; monitors expenditures; and prepares related reports for capital projects. Makes recommendations on asset purchasing
•Reviews construction plans for projects assigned; reviews site plans; develops project cost estimates; and prepares bid documents and specifications for projects.
•Conducts or participates in numerous meetings and committees to present, review, evaluate, or explain the Department’s programs, projects, policies, procedures, methods, materials, or budgets.
•Makes presentations to interested political, civic, and governmental organizations.
•Keeps Director of Public Works fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
•Performs general administrative/clerical work as required including, but not limited to, preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending meetings, etc.
•Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current legislation, trends and technology in assigned areas of responsibility.
•Performs other related job duties as assigned. 
•All County employees are considered public servants for the citizens of Dorchester County. When requested before, during, or after an emergency event, County employees are expected to work and serve the public in coping with the emergency. 

QUALIFICATIONS

Education and Experience:

Bachelor's degree from an accredited college or university in Civil Engineering, Construction Management or related field.

Requires at least eight (8) years of related work experience.

Special Qualifications:

Must possess a valid state driver’s license. 

Professional Engineer (PE) license required.


Salary : $108,731 - $119,604
